Anyone have a good one out there? If so please let me know. I would like use io's but don't care how expensive they are. Also would like to avoid the tier 9 shield power and use the earth epic power. Other then that whatever works. Thanks everyone. Really appreciate the help.

While this build seems pretty good, the io's look a little weird to me. If you take a set in a power shouldn't you finish the whole power with the same enhancement? My toon just hit 50 so looking for other shield/mace tank builds out there using earth mastery. Thanks

In a word...NO.

Yes, if you're an obsessive-compulsive, franken-slotting this way can be DEEPLY offensive to your inner sense of order.
But, if you're chasing SPECIFIC bonuses, filling a power up on a single set can be counter-productive.

Do a search for "Blood From A Stone" and look at the franken-slotting there.

Hyperstrikes build knowledge and builds are consistently in the ball park of as good as it gets, "you're" just adjusting personal to taste trade offs.

Some players make their characters all about them, if it doesn't help them, they don't want it, their build advice to you will ofcourse be about making your character the best thing that helps them too if they ever team with you, because it's always about them.

I wasn't trying to make anyone upset. It was merely a question as to why you wouldn't go with the same set in slotting a power? I am new to this and appreciate everyone's advice. Sorry to upset you if I did. Was just trying to figure it out so I could do it for myself on other toons. Thanks for the help.

It's all good.  Don't ever just ACCEPT something you may not understand at face value.
Ask questions until you're SURE of the answer.

Totals (Defense, Resist, Regen, Recovery,  etc are all a bit better.  But, almost across the board, it's numerically superior.

My build DOESN'T include any Incarnate beyond Cardiac.  His does, which is some (but not all) of what causes his build to have superior numbers.

My build is slightly more attack/damage-oriented.

His "optimal" attack chain:  Jawbreaker -->  Crowd Control -->  Bash -->  Jawbreaker
DPS: 103.6395

My "optimal" attack chain:  Clobber -->  Shatter -->  Jawbreaker -->  Crowd Control
DPS: 147.1053 (152.7665 if you T4 Assault Core.)

For 95% or so of content, the two builds will be functionally identical.
For the remaining 5% or so, his will live longer, but mine will do more overall damage.  And since dead enemies do no damage, that may mean there is no appreciable difference outside of basic metrics.

As to cost, mine is DEFINITELY more expensive.

Does this repost just fix the clobber issue, or is there more to the update?

I just finished my first test run with Hyperstrike’s Shield/War Mace Tanker build. I can now personally attest to its awesomeness. 
 

I was able to solo a PI 54/8 radio mission with no issues. No incarnates yet, of course. I even survived in smash/lethal farm ok, should be no sweat with a level shift. 
 

Enjoying jumping up before using crowd control to affect whole mobs. Perma Active Defenses for status protection, very nice.

I think hitting the non-incarnate softcap is enough. It doesn't sound like you are planning on soloing incarnate content at extreme difficulty and if you team your teammates can help you get to incarnate softcap. Since budget is not an issue I redirected some of the overflow defense bonuses towards resistance. I also don't think you need hasten. You have enough powers that will take force feedback procs and those can replace the need to cram hasten into every build. This build is more streamlined for exemplaring down for lower level content and does not depend on cardiac for endurance management. You'll have a decent attack chain, decent slow resist, really good resistance (for a shield tanker) to most damage types and softcap defense to all 3 positions by level 30.

 

FYI don't bother slotting phalanx fighting even for set bonuses unless you have nowhere else to dump your slots. The base defense it gives you when you are alone can not be enhanced and that's the only part that really matters. It's a perfect place to dump a kismet +tohit because you can pick it up so early.

 

And @SirBronco you can see an application of not slotting full sets into a power but rather mix and matching multiple sets to get the bonuses you want here. Feel free to dissect the build and ask questions.
