Inconsistent purple patch behavior with Frigid Protection and Benumb

While trying to figure out if the purple patch applied to damage debuffs, I found out that Frigid Protection from Ice Manipulation is not affected while Benumb from Cold Domination is affected.

Frigid Protection has a base damage debuff of 14%, which was the same no matter what level enemy I used it on.

Meanwhile, macskull's test showed that Benumb's 50% damage debuff was 6x as strong versus an enemy 49 levels lower, which is consistent with the wiki's documentation of purple patch effects.

Judging from this, I assume that the purple patch is meant to apply to damage debuffs, but it doesn't work on Frigid Protection for some reason. I'm not sure if this is a problem with any other powers.

Looking at the flags for the power using RubyRed's API tool, I can see this effect is flagged with "ignore level difference". Probably a good thing if you fight harder enemies, but bad if you're trying to defeat Level 1 enemies.
