Here's an idea... try making a build and posting it with requests for critique and feedback instead of spamming every AT channel with a "GIB ME GUD BLDZ PLZ" threads.

When I'm leveling a new character with unfamiliar powers, I usually take most or all of a primary and secondary and try each power out.  There are plenty of respecs available.  While leveling, unless I preplan a build, I use a combination of common IOs and frankenslotting IOs I find.  Again, I use respecs liberally to upgrade IOS and/or swap powers. 

 

When I get to the point I want to invest in a build and can't find the Primary/Secondary together on a thread, I look at primary and secondary individually from other threads to get an idea of useful powers and slotting.  For instance, there is a Battle Axe/Ice build and an Ice/Shield Defense here on the first page.  From there, I'd pick up Mids and put a build together, then post on the forum for advice.  

 

I'm sorry I can't be more specific, but I'm not very familiar with either Battle Axe or Shield.  You could help us help you by being a bit more specific in what you want: budget is important, but a sample build is even more helpful.

I've got a lvl 50 BA/Shield brute, and he would probably run better as a scrapper, but he's pretty awesome as a brute.

 

I suggest building for recharge.  You can put a Force Feedback +recharge in just about every attack, but I only do for the AoE attacks.  It's pretty easy to hit soft cap positional defense numbers on melee and ranged.  You can probably hit it on AoE as well, but it didn't seem worth the effort for me.
