Build Help for underwhelming Dual Pistols / Martial Combat

As the title says, I am looking for some build advice to see if i can improve the build's damage. Granted this blaster is built with survival in mind, but i'd like not to sacrifice too much survivability. I was also wondering if the build combo is just not going to output significant damage. Thanks in advance for any advice or suggestions.

This is why both of my DP Blasters have been sidelined; they're at levels where Hail of Bullets is an important part of whacking a spawn, and I don't want to get used to having to work around its defects.
