No, why would there be? 
 

Look at Arctic Fog and Shadow Fall for different looks but same/similar function.

If you just want the look, wou might be able to do something with one of the path auras.

This.  I use the angel feathers and turned them red.  Makes a plant theme character look like falling petals or leaves.  Little higher then I would prefer, like just over head height, but would be nice with a body level.

Oh man, it'd be kinda cool if when you hit level 50 you could just....pick one of almost any power in the game for your character. Just one.

It'd be broken as hell, but man it'd be cool.

Actually maybe the question should be "why isn't there?". We have numerous pool powers which boost Def, why isn't there a pbaoe toggle which grants a smidgeon of some resists and a small amount of Stealth?

 

*Edit, maybe not Stealth just cos Hostage missions are a thing. I play Storm & Dark and it still catches me out. But an AoE "cloud" effect toggle with resists and something else (-ToHit protection maybe?). It'd be decent for some chars, layering it on top of other resists. I can see it being really useful for Thermal & Sonic, all Resist armour sets and others like Nature, Storm and Dark. Hell it'd be useful on my Grav/TA to give me another option for slotted the Resist special IOs.
