Here is my first pass.  Not sure about accuracy with all the procs.  Guess I do debuff defense so that should help some.  My current build is incredibly out of date so trying to get a respec going on this guy.  Any notes appreaciated.

Ageless will not affect proc rate.  Global recharge doesn't affect procs, only enhancement values do.

 

Doing this from my phone, so I can't see what various set bonuses are, but unless you need the clouded sense set bonus, I wouldn't slot the damage proc in Flash Arrow.  Flash Arrow doesn't notify mobs when fired, so you can use it pre fight, put a proc in there and it all changes.

What this team needs is more Defenders

Good call then on Ageless.  Maybe I was thinking of the alpha slot that messes with proc rates.  Usually proc out scrappers and take musculature and barrier so don't have to worry either way.  Changed some slots around there.

How are your defenses?

Your recharge?

 

I like alot of what you've done.

I've been following the builds here for a TA/A proc build myself. 

 

I'd really like to take hover/fly and cap ranged defenses, building as much global recharge as possible, and pour on the procs everywhere else. It's hard deciding exactly how many attacks j need though.

This one has s/l/e soft capped.  Hasten is 3 seconds shy of perma not counting ageless.  I'm most worried about accuracy at this point wiht all the procs.  If I'm going to end up taking ageless, which at this point it looks like I am, I may switch stuff around and softcap to ranged instead and lower recharge some.  This would let me do a resist shield instead of defense shield.  I'm currently playing a much older build which is soft capped to ranged defense but isn't procc'd out.

Well, this gets to ranged softcap but losses the proc slotting of oil slick.  I have no idea how good oil slick is procc'd out anyway.  It isn't up often at all so probably no a huge deal either way.  Hasten is 12 seconds from perma not factoring ageless.  I imagine that is close enough.

Well, looked at it again today.  Switched some more stuff around so Flash arrow won't aggro.  Hasten is 18 seconds from perma not including ageless reduction.  Ranged defense soft capped.

Balancing what to take/drop on this combo is indeed a challenge!

 

Update: Additional notes and build added below.

 

Initial thoughts:

  • I would think twice before dropping Explosive. Only having Rain as an aoe option outside of OSA is going to hurt for solo work. Explosive is also a great place to put FFback, allowing you to really speed up those aoe clears. Although Aimed shot is decent, consider dropping this in favor of Explosive.
  • Accuracy is absolutely going to be an issue as is. You have poor hit chances with several key powers against +4's, and still not so hot against +3's.
  • Acid arrow could potentially used as a can-opener to enable other powers in this way, but you'll need better baseline acc slotting here for this to work. I would at least recommend swapping the shield braker acc/defdebuff for a plussed out acc IO instead.
  • I'm all for super proccing when possible! However, Ice Arrow will suffer greatly without subbing one of these for an Acc IO, or rethinking the build towards more global acc bonuses. Finding room for Tactics would go some way to helping with this, but you'll still want actual acc slotting so it is properly multiplied by tohit.
  • While it's true that power buildup will buff a few useful effects like Flash arrow's tohit, the +special isn't really adding anything very compelling to this build that I see. I would rather have Aim with Gaussian proc for more consistent uptime and a stronger overall buff. Given that, you would also be better off with the Mu armor so you have strong energy resist as well. Edit: @Mezmera pointed out some decent benefits to it in TA that I had missed. Personally, I would prefer the better armor/Aim instead, but it's a fair trade to consider.
  • As proccy as you are going here, it is a real missed opportunity to ignore the proc potential of your Snipe. You also haven't made use of the powerful Purple proc, and the snipe is the perfect place for it. It may take a fair bit of reworking, but I'm pretty confident you can manage this and still maintain ranged softcap. 
  • Your end usage in this build is actually fairly light, but you have slotted heavy end support. You could definitely get away with skimping more on the end slots, especially the third in Stamina and Numina's.

 

I would consider dropping the Ranged softcap goal entirely, instead allowing Flash Arrow to make up the difference. Doing so will give you far greater flexibility in slotting, and allow you to pump better acc and procs in the powers that matter. Even without flash, you have so much amazing mitigation with all of your knockdown, debuffs, and holds that it is seldom a problem.

 

My own TA/A build does forego a travel power in order to grab all the picks I want. If I had to drop something for travel, it would probably be Fistful. Copying it below for reference.

 

The basic idea with my own build:

  • Get defense to a decent baseline across the board so Flash Arrow can get me to, or close to minimum hit chance against a variety of enemies.
  • Make efficient use of damage procs wherever possible.
  • Use the very powerful Defender ATO procs in powers that I actually want to use often so I benefit from them often. This makes an enormous difference on any defender, but especially those that lack a heal.
  • 80% slow resist is very nice to have!
  • Pump recharge where possible, but not to the detriment of the above priorities.

 

Remember to toggle off Explosive for accurate recharge totals. I do use Explosive quite a bit, and it is a great enabler both solo and in team with FFback.

I'd have to agree that you should be taking your Aim power.  I also do have Power Build Up and I slot the full set of Gaussian into it, even with the whole set +5 the proc almost always fires.  It does affect a lot of your debuffs though except for the -dmg/resistance ones so it is a great power for you.  

 

There's a missed opportunity for Leadership powers on this build.  Defenders get the best values from them and a Power Built Up Vengeance nets me 60% defense and 70% tohitt along with the 35% dmg.  My TA doesn't take Fighting and just takes both the shield and Force of Nature (hardly used but nice to have in a pinch).  Something to consider.

Have you tested this in game? I was under the impression that +special did not affect -resist powers, or at least most if not all of them are flagged as not enhanceable for this attribute.

 

I am less certain about its impact on -dmg.

No I was saying that the +special doesn't affect your debuffs with these kinds of effects, dmg/resistance or -dmg/-resistance, but everything else is in play.

Apologies! I see that now. I was not processing well in my haste.

 

In this case, the biggest benefit would be to Flash's -tohit (I think the way it is coded, only half of it?), though the -def is useful to some degree. I suppose it also increases hold duration for EMP, so not so bad! It's a bit better on TA than I initially considered.

This is along the lines of what I always end up with when I start working through this combo.  To get everything I want, I struggle to fit a travel power which drives me crazy.  I've never had such a hard time fitting the things the need/want.  So much as I appreciate the TA overhaul, the spread the buffs so wide you basically have to take everyone, maybe skipping Entangling Arrow or Glue Arrow, but even those are pretty nice.  Maybe I'll come back to it eventually, but my frustrations in making it work the way I want it to drove me to ALT.

Mine is a personal issue, in that I get a bit obsessed with collecting exploration badges and like to be able to quickly stealth missions as necessary and both things slow way down without a SPEED.  Especially badging.

Well you don't need every attack in your secondary.  Take the t1, Explosive Arrow, Aim, Snipe and Rain of Arrows.  Using Ice Arrow as a main attack with 5 procs and an Acc IO its my best ST attack so it gives me options to pare down a ST attack.  The debuff in that one is far too good.

Yeah I'd like clarification on how +special would affect EMP Arrow.  It gives you a +resistance buff but at the same time also debuffs the enemies in the location of -regen.  I would like to know with the dual nature of this power if power boosting affects the enemy affecting debuffs in this one.  

 

I do use Power Build Up quite a bit otherwise for lots of reasons so it won't matter much if it does affect certain aspects of EMP Arrow or not.

Slotted up the last build I posted.  Crazy fun.  I did just put the +5 acc in acid arrow instead of the shield breaker.  Good call.  I can already tell there are way more powers than time to use them all lol.  I didn't take explosive strike because you have to slot it for -kb.  Basically only took aimed slot to put the 6 piece defender set in there.  I've had no issue hitting anything once acid arrow hits.  Even the all proc'd ice arrow is hitting just fine.  End isn't an issue and only have the tier 3 ageless thus far.  I don't solo so any solo'ing concerns are irrelevant.  Between Ice arrow, snipe, and blazing arrow with entangling in there you have st chain plus sprinkling in the debuffs.

This is definitely a combo that caused me to re-evaluate my keybinding strategy. Had to add alt+key to many of my normal spots on top of shift+key. Upon doing so, I do find that I am able to productively use every power in my rotation.

I slotted 5 of both Defender sets in mine, one in the t1 attack and the other in Executioners Shot which the snipe might be a good option and better or yes Oil Slick is a good power to slot well if you have slots to spare which TA does allow for extra slotting options.  

 

TA is a very busy set I agree but learn binds, mine made me do this and I'm having a blast.

Took the build OAS posted and made a few quick changes which are more to my liking.  Dropping Blazing Arrow for Super speed and shifting the Defenders Bastion proc over to Oil Slick arrow and taking the last two slots down to Stamina for Synaptic Shock Proc/EndMod, which nets me a pretty 22.5% movement speed boost.  I would still need to play with the power arrangement a bit if I were to actually build him out, but this is the happiest I've been with a TA/A bulid, so thanks to everyone here for the tips, especially OAS!!!
