When it triggers, it has a 3.25 second window.  Does that window include activation or execution?

 

If a power has a 3.3 second animation time (hello Thunder Strike), is it possible for Critical Strikes to even affect it?

I want to say that if the power activation starts within the window it should remain flagged for the effect regardless of the length of the animation based on complete guesswork and mild observation of stuff that is probably affected by arcanatime and thus not always evident with casual observation.

The effect activates 0.533s into the powers animation time. So the proc timer starts ticking then. You have another 1.711s of Animation time eating up your proc window (this is accounting for Arcana Time). So you end up with 1.539s left of your proc window.

 

I always thought the chance to Hit/Crit was calculated at the beginning of the cast (like DnD). If that's the case then yeah, TS would be fine. If it's at the end? That would be a nope.
