Can't enter monorail or exit zones, other heroes mysteriously gone..

My character is on the Everlasting server and all of a sudden when I try to ride the monorail or exit zone areas on foot it says "you cannot enter".  I am 100% positive I am entering the main monorail door and not the exit, and this problem seemed to pop up out of nowhere. 

 

What's also odd is it seems like all other heroes and even some NPCs have mysteriously disappeared from Atlas Park.  I don't have this problem on other servers so not sure what happened or what to do...

Kinda weird, kinda awesome. Can you still use the base portal? If so try using base 8888 to move around, or the portal by the Atlas tram.

Are you sure you are in Atlas and not in Echo: Atlas?

This. In both Echo:Atlas Park and Echo:Galaxy City, you get that message if you try to use the tram system. You should have seen the Ouroboros Portal on the apron of the tram station; that's what you have to use when you're in an Echo zone.

 

And looking at the screenshot of AP that you posted, City Hall only has the one floor -- you're in Echo:Atlas Park.

yup i was in Echo: Atlas lol how confusing didn't even know that was a thing. thanks for the help!!!
