Storm Cell is an odd duck power that does a lot of things, none of them particularly well on its own. So do you slot for recharge to get 2 (maybe 3?) out at a time? Knockback to keep folks down?  What IO's work well with it? Do you ignore slotting it altogether?

On my Sentinel I'm currently running 5 Bombardment (including the fire proc) and the proc from Position's Blast. 

 

Over a long enough fight I notice them go off but I'm still trying to decide if swapping out for 6 Artillery would make more sense.

Full set of Artillery IO's.  Gives you ~+4% Ranged, Energy/NE +DEF and +9% Accuracy bonus.

 

The fact that it does damage slotted that way is also a bonus.

 

I've actually done a build on test that does away with Storm Cell but keeps Cloudburst.  Solo'd, the loss of damage is noticeable but not bad.  Teamed, which is a bit harder to test on Test, it's totally skippable as is Cat 5.  Stuff dies too fast when teamed to really make much use of either of those two powers.
