Quick stupid question...

I did note where the Homecoming team explained that they can't accept work from outside of the dev team, which makes sense.  I am assuming that doesn't extend to suggestions and ideas?  I have several ideas that I'd like to post into the forum, but I'd hate to rule out those things ever being made in-game because they can't take them.

I don't think suggesting something on these forums necessarily precludes them from ever being implemented.  I think it's more like "hey I made this thing, you should implement it" as not a path they can take...

That's the point of the Suggestions and Feedback forum, to give our suggestions, get feedback on it, and maybe get the devs to see about its development. So if you have ideas you would like to suggest, then suggest them. There is no guarantee it will ever happen, but if you don't suggest it, then it is guaranteed to never see the light of day.

 

Edit: What @biostem said. The 'they can't accept work from outside the dev team' to me reads that if you try to make something for the game, it won't be added by the devs. The Suggestion and Feedback forum however is where we sound out ideas and the devs decide if it is worth their time to work on.

That is correct. Every suggestion posted in the Suggestions + Feedback forum is carefully categorized and filed so as to ensure it will never be used.
