I've got a Merc/Storm I made just for this, mid 20s now.  I 6 slotted the set as soon as I could.  I'm not all that impressed by the confuse, not nearly as much as I am with the KD in Overwhelming Force in first tier pets.  I couldn't get any meaningful data from the log parser I use so I can only use "feels" now, but it feels unimpressive.  I'll still keep at it for a while to come to look at analyzer results from boss fights.

I agree with @Hedgefund here.

 

OF KD proc is good because if it goes off once, you get a tangible benefit. Most any mob gets knocked down unless just immune.

 

Cupid's crush is only Mag 2, so luits and bosses won't see any effect at all, unless you happen to have some other confuse effect that you are, by luck, applying to that target currently. 

 

I can see some utility slotting it in a long-recharge aoe with high proc rate to mitigate minion tag back, or maybe if you have a slot to burn in a confuse heavy build and want to toss it in there for stacking at random.

 

Mastermind pets have some aoes that would inherit the proc and have more noticeable impact. However, pet slots are already at a premium, and are better served with base enhancement or damage procs more often.

I just spent a few minutes watching the combat attributes of a rikti pylon to see the confuses I was able to stack.

 

This moment was pretty much a best case:

It was typical to see mag 2.5 consistently, with additional .5 - 1.5 mags added periodically.  The description of the proc piece says "Slotting the full set will add a 20% chance of an even greater confuse effect" and I do have it 6 slotted (in Merc Soldiers (lowest tier)).  This was a level 26 MM.

The low PPM, short duration and low magnitude make the Cupid's Crush %proc an inferior choice (by itself). There may be corner cases for powers/henchmen/pets/pseudopets where it makes sense, but I think I'd always opt for Damage/KB-KD/%KD over Damage/%Confuse.

 

As @Onlyasandwich notes, slots in the henchmen are at a premium! I certainly wouldn't sacrifice the Soulbound Allegiance %BuildUp piece for it.

It's probably worth it if Cupid's Crush can be fit in without affecting the build/pet slotting much. Just to add more pet mitigation since their survivability seems to be a pet peeve for some players. I have it planned out in Necro/Dark, Ninja/FF and Thugs/Time (In Gang War) with little impact to the overall builds.

 

Might test Cupid's Crush with Cognitive Interface and Controls Hybrid to see if it improves any.

I actually have a Mercs/Pain that has Cognitive (i know I sacrificed damage, but the chance for confuse kinda fit her backstory). I've been thinking about how Cognitive and Cupids would work together. I could easily swap the OF proc for Cupids no problem.

It's absolutely entertaining, though not nesscessarily the best use of slots.
