I'm currently playing an ice/ice controller, and I can't help but notice that the only major armor of the ice themed power sets for a controller is in the Ice Mastery Epic pool... Frozen Armor. This power gives 13.5% Smashing/Lethal defense. The problem is that S/L defense is primarily a melee character defense type... and yet, controllers... especially the ice/ice controller... are ranged toons. This does NOT seem very useful on controllers, unless I'm missing something. 

 

Further, S/L defense is no where near as useful as it used to be before the change to the damage types mechanic. 

 

So... how about changing the defense type for Frozen Armor to defense against ALL types of damage (except psionic)? Or ranged defense?

Ice Mastery's Smashing/Lethal defense + Fire/Cold damage resistance is still way better than Earth Mastery's Smashing/Lethal defense +  nothing and maybe better than Energy Mastery's Smashing/Lethal damage resistance + nothing.

 

Edit: Even Scorpion Shield, which seems to be the most popular armor in the epics from those I've listened to, is Smashing/Lethal defense + Energy defense and Toxic damage resistance. And its defense is only 9%.

 

Edit again: Looking through all the armors available to Controllers in their APPs/PPPs, with the exception of Indomitable Will which is mez resistance and psionic defense, all the defense armors are Smashing/Lethal. If they grant more than that, then their provided defense drops based on how much more they provide. With Rock Armor providing +14.4% defense, Frozen Armor providing +13.5% defense, and Scorpion Shield at 9%. (Indomitable Will gives +22.5% psionic defense, but only for 90 seconds per click with a 360 second base recharge.)

I think the Ancillary Powerset Ice Mastery Frozen Armor on Controllers is even better than the Corruptor version - which is already in a great spot. Values are higher across the board. The fact that players can slot resistance or defense IO sets makes this a very versatile power for build prioritization. Note: The Controller version also provides 30% Cold res and 10% Fire res as well.

I could see a place for a positional defense armor toggle, but maybe in another, new APP - like perhaps a "Ninja Mastery" APP that gives a shuriken throw, a couple katana attacks, danger sense, etc...

S/L defense protects against many ranged attacks. Almost all firearms are lethal damage, and many factions primarily use guns. There are also arrows, shuriken, knives and spears. There are fewer ranged smashing attacks, but there are quite a few factions that throw boulders and stones.

It's not just controllers. It's also blasters, defenders, corruptors, masterminds and dominators.

To echo @Uun... there are a LOT of enemies that use S/L "gun" attacks. Also: 13.5% is a pretty healthy bit of defense, enough that I find it somewhat worthwhile to boost (via enhancements) the Defense attribute, which isn't always the case for my pool/Epic/Patron +Defense choices.
