I've always been a tank player.

Ever since my first Paladin in FFXI, making enemies mad and then laughing at their weak attempts to hurt me makes me happy. 

 

My power fantasy is the Unkillable archetype.  The Deadpool, Wolverine, grow back faster than you can hurt me types are my favorites.

 

I've been brewing a build since OG COH to use IO sets to reach maximum HP and regen rate.  I got close with WIllpower/SS back in the day.  I've been looking over other combinations to reach this and I'm trying to decide if Bio Armor would work better than Willpower. 

 

I'm also considering using Dark melee instead of SS so I can 2 slot a ton of Dark Watchers for the HP boosts. 

 

I'm going for completely passive regen, that's why I didn't use Regeneration.  I want to just grow back faster than the damage can come in.  Most player focus on DPS.  My goal is to min/max my passive healing to the point where I never need to be healed.

 

I won't be able to solo any TFs with this, but I will also be the most absorbent tank any team has ever had.

 

Anyone have any thoughts on the Bio v Wpr?

This alone rules out bio. Bio is not a passive regen armor set. It instead relies on a lot of clickable powers that can boost regen and provide HP shields. Willpower would be the way to go for passive regen as all you need to do is be surrounded by enemies to get maximum benefit out of Rise to the Challenge.

 

This is a quick sample build, you can still reach tanker HP cap without wasting attack slotting on sets like Dark Watchers. This example is without any incarnate buffs and with just a fully saturated RttC, hits 183 hp/sec regen. If you prefer, you can experiment with other secondaries since you don't need to force yourself to use /dark.

Adding vigor core alpha slot boosts this further and gets your regen rate to 1407% with fully saturated RttC. This gets you to 207 hp/sec regen.

Adding Unleashed Potential to this will up it to 1751% regen, or 258 hp/sec regen for the 1 minute duration of Unleased Potential. And finally, adding a melee core hybrid that is also fully saturated would get your regen to 2171%, or 319 hp/sec regen at maximum. You could likely build for more regen rate buffs if you completely ignore viability elsewhere. Getting 2-3 ranged attacks and splitting Apocalypse to 3 sets of 2 (48% regen) or 2 sets of 3 (extra HP) can be done. You'd likely want 3 sets of 2 since you can hit the tanker HP cap without relying on the HP boost from Apocalypse.

I was wondering how it mathed out.  Bio has some passive stuff but wasn't sure that it was enough to overtake WP.

 

If I can switch from dark to another melee, Ideally I'd probably go Rad so that I can amuse myself by just walking into mob nests and letting my damage aura do all the work.

I don't want to discourage you from building a toon the way you want to build it, but (in general) regeneration is the weakest form of damage mitigation in the game.  This is because you *have* to take damage for it to actually "mitigate" damage.

 

Defense is generally considered the best form of mitigation because not only do you not take damage with defense, but you avoid debuffs as well.  Resistance is way up there (especially with a tank or brute since their resistance caps are 90%).

 

Now that's not to say that Regeneration doesn't have its place in a Willpower tank, even with soft-capped defense and hard-capped resistance hits *will* get through (there is a floor of 5% chance to hit).

 

Here's my Willpower/Street Justice tank build. with 1 enemy in range of RttC as well as fully saturated.

I picked Street Justice for this example because to me, its the most "natural" secondary that tanks get.

What this team needs is more Defenders

Stone Armor (no Granite) gets the best of both worlds with both defense and resistances. If you want to eschew killing faster (do not poopoo on this because in my experience when we kill slower we give more time for enemies to hit us back) then take Dark Melee or Radiation Melee for an extra heal, With a twinked out Stone/Fire I started at 0x6 by level 6 and by level 13 I'm going at 0x8. At max level it's a permanent 55% defense and 81% resistances, on top of hardcapped HP.

My one and only WP tank is WP/Staff. I have 3,465 HP (cap is 3,534). With one stack of SMotT, one Guarded Spin, and level 3 Sky Splitter in Form of the Body, my Defenses are:

S= 33.56

L= 48.56

F/C = 46.38

E/NE = 48.26

T = 20.85

P = 32.44

Melee = 43.35

Ranged = 27.1

AoE = 23.35

 

Resists:

S/L = over 90

F/C = 63.56

E/NE = 50.81

T = 45.56

P = 70.66

 

With 1 foe in range of RttC, I regen 125 hp/sec (866% Regen).

End Rec = 4.17/s

End use = 1.62/s (even while running Darkest Night and all toggles (including tough, weave, maneuvers, tactics).

 

 I took Vigor Core Paragon just for the Heal (the accuracy and end reduction helps too). I also took Melee Core Embodiment for the + Regen/+ Resist (the numbers I threw out does NOT include the boost you get from Melee Core Embodiment....I turned it off before I typed anything). In a group with a fully saturated RttC, I hit 201 HP/sec (1,397% Regen). With a fully saturated RttC, AND Melee Core Ebodiment, my regen jumps up to +1,816 which is 262 HP/Sec for my tank.

 

  I've put him in Xtomic's fire farm and walked away, smoked a cigarette, fixed a drink, peed, and came back, and I'm still at full health. It's pretty hard to die with those Defense/Resist numbers backed up with so much HP and Regen.

 

 Now...the only problem I see with WP, is that you have very low DDR (around 20-21%), and your Regeneration Debuff Resistance is only around 32%. For a tank that mainly relies on Regeneration, you would think it would have better Debuff Resists. And, on a personal note, like you, I do miss not having any kind of damage toggle. I've been contemplating on making another WP tank, but pairing it with Rad Melee just to have a damage toggle....the heal/attack, Radiation Siphon, would just be overkill 😆

 

 

 And last, but certainly not least, listen to @Sovera . My Stone/Rad tank is pretty much unkillable. It KILLS the end bar, but I can literally just stand and do nothing and let those 2 damage toggles do all the work for me. Stone, even without Granite, is damn tough.
