I suppose it depends on what you wish to get out of a community.   Excelsior is the largest population, and I'm aware of some larger super groups there.  It has some of the big costume contests. Everlasting is the unofficial role-play server, and I understand those can be a tight group.   I regret that I know less of the other servers.  Reunion is the European server, and Victory is our newest, having recently finalized a merger with us.  Pretty much all of the servers have at least a rotation of community events like "Tanker Tuesday" or "Mastermind Monday". Perhaps others can provide better information.

i play on Excelsior.  you probably do not realize but i am not actually nice.  neither am i a very good player.  lazy, and not really cognizant of the deepest lore or strategies.  i love to make sarcastic remarks and beg in general for cash.

Depends on your goal for social I think…

 

i pretty much exclusively play on Everlasting, General chat there is always going, and it’s pretty easy to find a team during normal parts of the day.  I have a weird sleep thing and have been on at all hours, I find anywhere between 6 am and 1 am Eastern time (3 am and 10 PM pacific) you can relatively easily find teams.  I will say prime time is evening but not too late eastern time.

Usually the servers with the most concurrencies tend to be the most social as if they werent, they would be typically much less players there.  You can also look at schedules of activities hosted by groups on a regular, if not daily basis too in such regards.

 

Thus Excelsior has the most compelling evidence for being the most social. 

 

Now, whether or not the types of social activities found their match your wants, may be another story.  If you are more focused on say Role playing, then Everlasting may be more apt for you.

I think that what is most important is to ask first, what does "community based" or "most social" mean to you?

 

Excelsior - Because it consistently has the highest population, it means you are most likely to be able to find a team quickly, I'm not sure you will find what you would consider to be a "community" there.

 

Everlasting is the unofficial RPG server - so you can pretty easily find RPG groups to try to interact with in the Pocket D almost all the time. I don't know how welcome they are to outsiders just walking up and starting to chat at/with them as I have never tried. Honestly, it seems some players just stand around in the Pocket D on Everlasting just waiting for someone to walk up and start chatting with them.

 

Torchbearer was the first Homecoming server, but many characters have migrated and/or player may play more on other servers at this point (making Excelsior and Everlasting more populated).

 

Pretty much every server, if you want to "talk it up" on a team, then you will most likely find some that will respond.

 

For me, the most "community based" and "most social" part of City of Heroes is these forums.
You can find supergroups here or promote your own if you like.

You can try to start up teams that run on certain days a certain times.

You can chat about pretty much anything you like in the different sections in the forums as long as what you want to discuss doesn't break the CoC.

If someone posts a reply quoting me and I don't reply, they may be on ignore.

(It seems I'm involved with so much at this point that I may not be able to easily retrieve access to all the notifications)

Some players know that I have them on ignore and are likely to make posts knowing that is the case.

But the fact that I have them on ignore won't stop some of them from bullying and harassing people, because some of them love to do it. There is a group that have banded together to target forum posters they don't like. They think that this behavior is acceptable.

Ignore (in the forums) and /ignore (in-game) are tools to improve your gaming experience. Don't feel bad about using them.
