I did a quest chain that had an odd title card 

It has a logo "city of heros freedom" in the corner.

A woman holding a skull with a "who will die?"

Part 2 of 7

And a enter game button.

So where is part 1 and the rest? 

Why does it say "freedom" and not rebirth?

And did I miss something? Who is the woman with the skull?

This is a whole signature arc. You can read through the Wiki for some more info on it. 

 

You can access these missions, including part 1 through the LFG tab. It's kind of a smaller scale TF/SF that you can solo or do with a team. 

 

Very fun. Very interesting. Full of game lore and background for people who are newer to the game.

The two episodic story arcs were the crowning achievement of story content added just before game shut down.

I especially liked the second one, Pandora's Box, because it was designed specifically to help progress your defeat badges for the Freedom Phalanx Reserve Member accolade.

The first time you repeat one of those arcs, you can claim an extra 20 merits. After the first repeat, you can repeat an arc once per week for 20 merits.

Sorta.   I think I decided to run both sides and I forget if it was red or blue that enforced that, and the other side did not.

The logo in question relates back to when this game was Live.  When the Live game transitioned from a pure subscription model to a free-to-play + premium/subscription/cash-shop model, it adopted the City of Heroes: Freedom soft rebranding, hence the logo.

I've seen the same behavior each side, and (from memory) the timer from once side applies to the other side as well. It is possible to rerun the arcs as often as desired for 5 merits, but each 'extra' reward is (essentially) once-per-week.

 

The extra rewards are similarly time-locked, for characters that qualify (e.g. Astral Merits for level 50s)

A thing worth mentioning:

 

It's an important arc in Lore. If you're a newer player (which I sense you may be from your original post) it may be worth being familiar with all the signature heroes in game (try doing the relevant Task Forces) before attempting this and I'd strongly urge you to do the WWD arc in sequence.

Depends on which side you ran first.   Looked up my bug report (Of course, this may have changed in the last 15 months)

I play solo can task force be done solo?

AV = Archvillain, one of the hardest classes of enemy in the game.  Most TFs end with a fight with an Archvillain, which aren't really intended to be fought solo.

 

That doesn't mean you can't fight them solo: it's very possible.  But if you are new to the game and especially if you have a build that you just kind of threw together, you'll probably find them functionally impossible.

On top of that, once you begin a TF, you cannot invite others to your team if you need help.

Truthfully I don't know. I doubt I could do it. I know there are those who would probably give it a go and be successful.

 

A lot would depend on your skill level and the quality of your build etc

The Signature Story arc (Who Will Die?) can be soloed... it is practically designed to be a solo effort, IIRC originally it was gated content for subscribers.
