Super reflexes is always very survivable because of the defense and defense debuff resistance.  I like damage auras on brute though so I would definitely go lightning armor.  
 

Lightning armor also easily gets 90% energy resistance which is good in many late game areas.

As much as I love Super Reflexes, I have to give the nod to Lightning Armor on this one.  This is my TW/ELE Brute that is Res capped to SLFCE and def softcapped to SL. Has 281 recharge, and really good defbuff resistance.

It has the best DDR numbers, so yeah. The only real bane for a SR build is +ToHit.

I think another knock on SR is lack of a heal. If you go Dark Melee this is fixed, otherwise you'll have to add in some HP procs.

 

I like Electric Armor alot, my favorite after Rad Armor.

 

But SR is VERY survivable. Your resists scale up as your HP lowers, and it will lower.

Super Reflexes is eminently survivable, but generally speaking, Resistance-based armors and armors with Absorb shields tend to favor Brutes and Tanks while Defense-based armors favor Scrappers & Stalkers. Damage/Taunt auras are also very something that are often viewed as more essential for Brutes and Tankers.

 

HOWEVER, it does need to be pointed out, since it's +Rech (speed) that you're interested in, Resistance-based armors can be difficult to find room for LotG +Rech IO's while they're almost inherent for defense-based sets. That should also be considered.

Lightening armor for sure you get good resists a rech and movement bonus and a damage aura whats not to love? 😘

The graphics.  I dislike the look of the Electricity powers.  

There are a couple things I don't like to play because they just look wrong to me.  Elec is sadly one of them.

Totally a me problem, just a preference.

I feel the same about energy and dark but love rad and elec

/elec used to get really good in late levels, but recently Power Surge got nerfed.             It was insane how powerful you were with that.    For I think it was 2 minutes, if you had good enhances on it, you were basically at 90% full soft cap against all but psionics.   A great emergency button.  

 

In early to mid levels it was pretty weak, except against clockwork.          If you could find clockwork missions, you could just cruise through your leveling pretty quick.    It's greatest ability is making you almost entirely immune to end drain.    And of course getting your energy resistance to soft cap is naturally very easy, as with any resistance set that has a specialty. 

 

 

Super Reflexes is way more survivable all around.   You have defense against all types of attack, so no particular weaknesses.  Not being able to self heal with a specific power is the only real downside.        Either have to get by with only regen, or take one of the few self healing power pools, or buy the temp self heal power a lot.                   It sounds tough, but it's actually easier to survive that way than you think.

I have a TW/Elec brute that since the changes to /elec is soft capped Melee and hardcapped res to all but neg and toxic. I can focus all my incarnates on offense and debuff resistance. Theres not much in the game that can kill it and not much that can do more damage than it. The movement and lack of endurance issues are a bonus

I have a TW/ELE brute and ELE/TW tanker. It's a really fun combo that is stupid hard to kill.

Super Reflexes is OK - at its peak you become very survivable (except to Devouring Earth and Nemesis with their +To Hit) and get the speed/Recharge bonus.

 

Electric Armor can lead to insane resistances and survivability along with the Speed/Recharge bonus, a damage aura, unlimited energy, and a mild self heal. My Elec/Elec Brute ended up with 90% resistance to everything except Toxic and Dark, and was an absolutely indestructible machine.

She prompted me to write my "Resistance for Brutes" guide.

 

I'd go Electric Armor.
