Every time when I either enter or exit the vanguard base, I naturally zone, but my facing seems to be random. Is it possible to have the transition make face towards the stairs?, Please

There is a cue -- and one which I am slightly embarrassed to admit I didn't pick up on through the entire Live run (sometimes turning 270° the wrong way to find the stairs), and only discovered when I joined Homecoming -- if you look at the ground, there is a 'landing pad' that butts up against a raised walkway on one side (which is opposite the stairs, but that's not the cue), with the other three sides having a yellow-and-black caution stripe along them, forming a 'C', and the middle of the 'C' points toward the stairs, whether you have taken the portal in or out of the base. Just turn so that you see the stripes to your left, right, and in front of you, and the stairs are in front of you. You will always be able to see three sides of the landing plate, and if you see a side without the stripe, turn away from it. If you don't see the non-striped side, you're facing the stairs already:

It's weird that the portal exists solely to exit the base, yet points you in any direction other than the actual exit - why would Vanguard implement it so their personnel and allies, using said portal, could potentially be caught unaware and have to waste valuable time reorienting themselves?

Excluding out of game "we screwed it up", all Vanguard know how it is oriented and it doesn't slow them down, while most others who use it go through the induction and get Member of Vanguard badges and "training" so they should have been paying attention.  But if any enemies get through it and into the base then they spend a while facing the wrong way and piling up on each other.  /handwave.

A potential attacker wouldn't care what direction it faces you upon exiting, though...

A guard on the portal will see for instance a Rikti pop in facing the wrong way, rather confused.  Have time to sound the alarm and/or take them out.

If we're going with in game actions rather than game mechanics, yes, the potential attackers would care what direction it faces upon exiting. Because the potential attacker will have the same "okay, where am I looking as opposed to where I want to be looking and going" that players do. That moment of "let me get my bearings", if applied from a real world point of view like the discussion seems to have drifted to, is time that Number Six and anyone else in the base at that location can go "Rikti attack!" or attack the intruder or whatever.

Which way you're facing when you exit the portal appears to depend on your position relative to the portal when you click on it; I've been able to go through the portal and come out facing the stairs (both ways), but so far have not been able to do it consistently.
