since the latest update of the new issue i noticed that the threat level system seems broken, i have my threat level set as -1 on all my characters, before the latest update in all the missions my enemies were always either my level or 1 below, not after the update every mission i did on any character around half of the enemies are my level +1 or my level, it behaves as if my threat level was 0 instead of -1

I second that , i have seen that too (just on some fresh radio mission (council/crey) , mission lvl 36 set to -1 ) and all enemies are Lvl 36 instead of 35 as they should be and i consider it a Major Bug for soloing not perfect chars unless Devs dont want -1 anymore but then it should be completely removed.

 

Probably the no more +1 in some rooms of Mission change did have this unwanted side effect so instead of +0 in some rooms, i have em now in ALL Rooms, bad change if it was intended if u ask me.

and now even a +1 in mission, that change isnt working at all as it should

The effort to remove the occasional +1 spawn group likely lead to the bug you are seeing. 

 

The expectation that every critter will con even or lower is likely unreasonable. What ever change was made should be reversed.

iirc, different missions can have some different levels (and then there's mobs with various cutoffs)

Helps to say what mission and even do a whereami to lock down map names, etc...

 

OP would have helped to have at the minimum.

Mission name and contact, whereami info, your character level

Spawns in missions should be ±1 to the modified level of the mission, so if it's a level 50 mission, and you have your missions set to -1 level, you should be getting spawns of level 48-50. If you're getting spawns above your level with missions set to -1, then that needs to be reported, with the contact, mission name, and so forth in the report. That said, there are some missions where, due to mission constraints or design bugs, some mobs spawn above or below that range -- a particular named boss whose level range bottoms out above the mission level, for example, or the quirk where you'll get random level-14 spawns in level 20+ missions because there's a bad mob type in a spawn definition.

If it would help to have some context, I first noticed this doing a Patron Unlock arc (Ghost Widow's) on a level 35 character. Both the first missions were set to -1, but enemies were consistently spawning at 35~36, and it also felt distinctly as though there were more 36s than would have been previously (had the mission actually been +0).

 

Curious about that, I went to check a repeatable mission in Night Ward. The same thing happened; -1 notoriety setting, but the game was acting as if it were +0.

 

So as a final test I swapped to another character who's 37, fired up a Hero Tip Mission in Atlas, set it to -1, and...yep, same thing. Absolutely no mobs at 36.

I wouldn't read too much into this part. I have consistently run into missions (before the update) where at least 90% of the enemies on the board were +1 to me on a +0 run. Not sure what causes that, but it does seem to be normal operation. Ignoring the -1 setting isn't, but the over-abundance of higher level mobs than your level is.

I haven't had it happen on Homecoming, but back on Live I remember one mission at +0 where every single spawn on the map was +1... except for the boss spawn, which was -1. I guess that was why he surrounded himself with tough guards.

I'm encountering the same bug.  I tested with -1x3 and +0x3.  Left the mission and reset it to try the +0, and everything was the same level (even con minions, yellow con lieutenants, yellow and orange for the +1 spawns).  I checked the entire map (as I was testing with a Stalker) of a half-dozen different missions and I checked with two different characters, one a Praetorian at level 4-10 and the other with a Primal 50.  The game doesn't seem to be registering the -1 level setting anymore.

Bwahaha; yeah. I've seen that happen a few times, even when it isn't doing something like the Spider/Widow arcs at WAY higher a level than intended. XD Can't fault a boss for strategizing~

it happens to me on all mission i enter, across all servers,  on all my characters regardless of level. the  only exception is if you have a mission that you exceeded that mission level, for example a mission from a lower level contact ark, than you will see the enemies spawn at the max level for that mission, like others said it seems that the game no longer acknowledges the -1 setting but treats is as 0
