I have been looking at various builds and wanted some feedback on this?

Looks good, and in the end depends how you want to play it.

 

This is the build I used to run way back.  It's built for near-perma PA and soloing AV's.  It could be pushed harder with the new enhs sets I'm sure. Iirc, I spec'd out of Spectral Terror because it didn't work well with AV's.  Same thing with Flash. I also found EM Pulse completely underwhelming and most classic builds I read up at that time skipped it.  My playstyle on this is 60% min/max'd and 40% "because I feel like it".

3 slotting Hasten is a waste as you can be well beyond perma with 1 slot.  Moved those 2 slots around and swapped out some IOs for more recharge 42.3% ranged defense (without invis on) got more HP and higher recovery. Psi Tornado already has listed as knockup instead of knockback so no need for the unique proc in there.   I replaced that with chance for recharge and that should get you perma PA including cast time when it procs. Also got Numinas for your heal so one heal every 2 min and keeps your recovery up and used health for the Panacea unique for more random +endurance.  Fly is at the cap already without any enhancements so threw KB protection in there as well.  Otherwise it is the exact same build as far as powers goes, just more efficient, a bit more survivable, and a bit more expensive.

I question the need for tough and weave, or anything from the fighting pool. As a controller if you are getting hit so much you need to take three powers and 4 slots to mitigate it just run a scrapper 8-]

But I have a post 50 ill/rad and I don't take much damage, unless I get careless. Are you using them as mules for some set bonuses? I am ignorant of many of the enhancement abbreviations and am too lazy to look them all up.

 

When running solo I don't have any trouble with most elite bosses and AVs. Even if they are wearing those purple triangles of doom, I can usually wear them down with Deceive on a nearby min or LT then finish them off myself.

 

I'm the first to admit my build it WAAAY sub-optimal. I still don't have perma PA, AM or Haste. They are close, but I don't find I need it. When PA is down I use Spectral Terror and deceive to tie up mobs. But then I am optimized for missions on +1x3, not +4x8. Is this build made to do that?

I'm running a very similar build to this. I have enough recharge for perma-PA as well. The issue is that I can't seem to kill GMs. I'm not sure if debuffs aren't working or perhaps a bug? Has anyone used their ill/rad to solo a GM recently? If so, can you post build? Thanks.
