Pretend for just a moment that I don't have billions of influence for those fancy purple and attuned IOs, but I might have enough for the step-below IOs, you know, the poor man set IOs.

 

Can any one of you build geniuses provide me with an all-content (or close to it) TW/Bio build without utilizing IOs that cost 30 million each?

Nice build, especially if one isn't looking to immediately break the bank once hitting 50. Is there a way to squeeze in a bit more S/L defense once a person gets access to a bit more inf?

Smashing/lethal defense should be doable with some build changes, but it looks like the plan here was to chase what was easy and relatively cheap, and the secondary lends itself to handling smashing/lethal with resistance. Combined with the decent ranged and AoE defense, the build shouldn't be horrible against smashing/lethal. I'd definitely want better, but I'd come in with a higher budget too.

Well let's talk budget. If the above build is considered pretty good for less money, how much money would a mid-range build cost? And for that matter, how much would I need to save up for a High-end build? I'm nearing 50 for the first time and I'm a little unsure exactly how much I should expect to spend.

I haven't bought or priced any high end builds yet, but from what I get selling purples, I would guess a top end Brute build might be up to 2 billion at buy-it-now crafted IO market prices. However, that's far from the only way to handle getting what you want.

This is, for comparison's sake, an expensive build.
This is what I currently play with with it's S/L/E/N Soft Capped - and the Defensive abilities in Ablative Carapace, DNA Siphon,  and Parasitic Aura let me tank whatever I want, including 54 x 8 S/L Farms in AE with no problem.

This is Kaeladin's build from the Pylon Challenge thread.
Winter IO's, ATO's, and Purples, On Homecoming right now, cost between 22-25 Million when there is a small supply of them.   If there's 1 or 2 left, you are looking at 25-30 Million for the last one.
On average I spent roughly 23 Million per IO and ATO.

10 Winter IO's @23 Million each = 230 Million

12 Scrapper SUPERIOR ATO's @23 Million each = 276 Million
10 Purple IO's @23 Million each = 230 Million

10 PVP IO's @9 Million each = 90 Million

5 LotG Recharge IO's @6 Million each = 30 Million

20 Specialty IO's Like Steadfast Def+3 @roughly 6 Million each = 120  Million

16 Low cost IO's that cost between 1.5 and 2 Million = 32 Million (2m each)
7 Normal Invention IO's that cost about 1 Million to build if you don't already have the salvage = 7 Million (not counting the ones in the prestige sprints)

TOTAL 1,001,500,000   Roughly 1 Billion for this build at current market prices.

Let me reiterate, ROUGHLY!  I've seen the market go as low as 19-20 on ATO's.  I've also seen the Non-Superior versions of the ATO's going for 8 Million + a Catalyst for 3 Million is a substantial savings.
But for some reason that's not always the case.

And it's trivial to give up some DPS to soft cap fire and cold too on that build. I'm glad it's only around a billion. I may be able to afford my planned build! And I may do something like this when I have my TW/Bio leveled up.

One billion?!? Realistically, how would the average joe get ahold of that kind of cash? Am I doing something wrong here? I was thinking my 50 million was baller cash.

The two ways I've gotten lots of cash quickly are farming and playing the market. I've heard that TW/Bio can make a decent farmer. I've heard that one can run lots of task forces and use the merits to buy things or convert to cash in some way. I almost never run task forces, so I don't know personally. I'm sure there are plenty of other methods.

   Farming is the most straight forward. If you can pull off +4/8 difficulty you can usually get about 7ish million inf per map run in addition to any valuable recipes that might drop, sometimes purples that can net you an additional 22-23 million. You can also opt to keep the purples and use em yourself too, or convert them into something you can use. Speaking of converters, that is another way to make some inf. You can buy up certain recipes for cheap and then use enhancement converters and attempt to transform them into a more valuable commodity. For example, say you  have one of the less popular damage resistance set recipes. you can try to convert it into something more valuable, like say, steadfast protection and then sell it, especially the +3 defense one. You'll need to get a feel for what is valuable and what is vendor trash. There might be better ways, but I'm not too versed in them myself. Some people have boasted good returns on buying up hero boxes and selling the contents for a profit, but I don't see how. In my experience you tend to get 1 enhancement usually in the box that isn't even worth what you pay for the box itself (usually a disparity of about 2-3 million) SOMETIMES you might get 2 enhancements in a box which makes the whole endeavor worth it, or you might find enhancement boosters to go along with the ATO enhancements, but there is obviously no guarantee of this and it doesn't happen often enough for me at least to keep opening these things.

Farming won't only make you the inf, you can also make lots of Empyrean Merits which you can convert into reward merits thus getting ATO's or Winter IO's for free. Also notice that, the regular ATO's (not superior) sell for around 8  - 10 milion each and the catalysts (which drop from any mobd or can be purchased also at 20 reward merits each) sell for about 3 milion that means that if you convert yourself a regular ATO set into Superior, they would cost around 13 milion each instead of 23 - 25. Also, you have converters and PvP recipe drops are not unusual while doing regular content.

 

With farming and TFing, you can get lots of the required enhancements / recipes for free, I think that bilion could be cut in half and since you will have to farm anyway, just combine farming with TFing to make it fun. There are regular Apex/Tin Mage runs daily, for roughly half an hour that is 80 merits. The first chapter of teh "Who is going to die" arc in Skyway grants 20 merits for roughly 10 minutes, you also have Market Crash that will grant you a purple recipe the first time you do it plus 20 merits. If you have a few alts, then you can get ahold of a few purple recipes that you can craft and convert into your desired enhanement (or sell to make more inf, up to you). STF grants 46 merits and can be done in 30 min and it's fun as hell... there are plenty of ways of making merits and inf complementary to farming so you can enjoy your char doing all kinds of stuff at the same time you work towards your desired build.

That was the idea for my DM/Bio Scrapper, went the easy / cheap way thinking of doing a more expensive build later on however, I've found him suprisingly good with that kind of build so I decided not only to keep the build, but use the same kind of build on other Bio chars such as my upcoming Stone/Bio Brute. Of course, for that kind of build to work in, let's say an ITF, you need a primary with active dmg mitigation otherwise, I am sure the performance of such build would drop dramatically with primaries such as Fire, Katana or Elec

This is the closest I could make it to S/L softcap without using ATO or Winter enhancements. It's 40% S/L def but it's Melee softcapped so I guess this would work. Of course, just by using a Brute Superior ATO and a minor Slot reshuffling, you could get the opposite, 40% Melee and S/L softcap but I guess this would perform similarly if not better.

That's the same approach I'm taking on my Super Strength / Fire Brute - soft cap melee, 40% smashing/lethal. I didn't start with that goal, but I ended up there. It works well on paper. We'll see how it goes in game once I've finished buying everything and respec. Oh, and finish up all my incarnate stuff. It'll suck until then since it's built around the availability of the incarnate powers.

Hopefully it's not too late to get a response, but is there a reason you went with the recharge speed luck of the gambler enhancements on the toggles? Just wondering

It's a global recharge speed buff, not just for the power it's slotted in and not just when the power is toggled on.

 

Also even though these are budget builds, you can still get 2x Performance Shifter end proc in Inexhaustible and Stamina and Numina's end proc in Health. No reason so forego these IOs for any budget. I would cut basically anything for the build before I cut those out. ESPECIALLY considering the endo hog that TW is

I am really sorry, for some reason I missed your question, now I hope it's not too late for a reply. Besides what Sigmoraig explained, on Weave I already allocated both the scaling dmg resist and a lotg +rchg, I had to choose which set. Luck of the Gambler offered +regen and +HP while reactive defenses offered S/L res and higher +HP. Since my S/L res was already capped, going for reactive defenses would have wasted 1 bonus hence why I went for 3xlotg.

Which alpha incarnate should I go for? I went with cardiac initially but ended up getting way too much end. after slotting. Regrettably made it T2 too.

 

So to me it seems like it's between agility, musculature, and spiritual right? More or less have this build currently. Musculature seems nice but I read something about diminishing returns?

Some of us, Myself included, try really hard not to have Altitus.
If you want to perfect your skills with your TW/Bio Scrapper - a TW/Fire Brute farmer might be what you're looking for.
Once you have the brute filled out so you can comfortably do +4 x 8 fire farms, you can outfit any toon in 1-2 days to it's maximum capabilities.  I'm talking the above expensive build, done in 1-2 days of farming.
That being said, the rotation is roughly the same on the brute farmer as is the scrapper but you trade     Follow Through with Whirling Smash and Rend Armor with Titan Sweep.  The button pushing ends up the same so no loss of muscle memory as you switch between toons.

 

This is what I farm with - It is faster than my fully built Spines/FA Brute - it's also more visceral.  More fun - if you can't handle the screen shake when you Smash - turn it off in settings.  Still fun.
My biggest issue with farming is I used to fall asleep halfway through a session.   Not with this toon.
