The framework setup is pretty much prepped for you to just plug in your non-Armor damage primary/secondary.
I don't really dig into damage output, etc. Calculating that's way more involved and I figure that an invulnerable potato, even doing almost no damage is still...well...INVULNERABLE.
Sure, fighting to a standstill isn't satisfying. But, if you're a Tank, an utter standstill is still a win IMNSHO. -
Be aware that a "Mo Durable: build will generally be slower and less Endurance efficient. It's merely that it sacrifices overall damage output in favor of flat out raw durability numbers. -
The Wednesday MSR runs as "Rush the Rikti" (been that name since before Protector ever closed).
Been running for a good UNSPECIFIED while. Starting out at Point Du Hoc and proceeding clockwise around the zone.
If you're looking for a way to run them yourself, I recommend the POPMENU setup.

In short, the OP displays absolute lack of understanding about what comprises AO.
And before you ask about "AI", please chop your feet off and then run a marathon...
(That's about how sick of the buzzwordism I am, I will be REALLY upset at someone dumb enough to actually take a saw to their own feet).
It has nothing to do with AI.
AO is about light shading on a mapped, irregular surface.
You have to build the cues into the scene/surfaces. It's not subject to automation.- 1

If you're looking for no-set IOs, for active Defense/Resist powers, 2 Def or 2 Res and 1 EndRedux
For passive Resist/Defense powers, subtract the Redux ( such powers shouldn't allow you to slot it anyhow).
Attacks? Personal Pref is 2 Acc, 2DMG, 1 EndRedux and 1 Recharge.

Defense reduces the number of times you're hit.
Resistance reduces the amount of damage done when you actually get hit.
0% Defense
50% Resist mean, if something hits you for 200 points of damage, you see 100 points. EVERY TIME.
With Defemse, you either get hit or you don't (as in zero damage).
There's a formula for determining probable damage over time.
This old post has Arcanaville explaining it in a concise, complete manner (so I don't have to...lazylazylazy....)
And actual damage mitigation over time is
Zero Resist, and Zero Defense x total POSSIBLE hits modified by (Successful Hits minus Resistance) minus failed To Hits.

Generally how it works. Buffs and Debuffs modify it further.

For the record I think @Hyperstrike builds are fine - great in fact. I like mine better naturally because I make them for me first and foremost - I get nothing but satisfaction when someone uses my builds and enjoys them. If they dont - that's OK too because I still do.
This is after all - a game and I think people who chase damage like this - lose sight of some of the more fun attributes this game can provide. Clear speed wins nothing but boredom from repetition for playing every AT and every Character the exact same way - missing out on cool powers along the way that don't fit the Moar damage quest.
To each their own. 😉
The "best" build is always the one that suits your play style.
