Whilst levelling up one of my FA Brutes on Blueside I actually made a point of taking both Taunt and Hover extremely early (levels 6 and 12 IIRC; plus Healing Flames @Lv4?) purely so that they could be a functionally immortal aggro magnet in that particular scenario and mess with the heads of the "real tanks". Although of course they still actually took proper attacks at levels 1, 2 and 8 plus Blazing Aura at level 10...
They always seem to forget that Taunt can be slotted as an attack.
It's a form of control as well.
AND IT IS AUTO-HIT!
What more do some people want? An expressly created "I Win" button? -

No, a tank may or may not burn VERY powerful enemies down.
But fighting to an infinite stalemate?
EASILY doable.
And to a Tank, a stalemate is winning. -

NO, you CANNOT spam everything like a cracked-out rabbit played back at double speed.

Remember, Resistance debuffs resist their own debuff as well. -

I play the Peacebringer solo, so she's bringing in WAY more influence than my Tanker.
I'd like to use that money to fund a Villain Dark/Dark/Soul tanker that I could use feedback on. The general purpose is to support my friends when they play through the red-side content, which is next on our list.
I've attached the build, but here is the general concept:
- Overcapped resistances to prevent Resistance shred. I've been able to achieve this on everything but Energy, because Dark has a MASSIVE Energy hole. If there are at least 3 enemies in range of Melee Core Embodiment, everything is at 100% Resistance except for Energy, which is simply capped.
- Use To-hit debuffs in place of Defense, as I won't have reasonably up-time on DDR effects (only Ageless Radial Epiphany). Yes, I know debuffs are resisted by Purple Patch, but not everything I fight will be purple, so I feel like the debuffs still have a place.
- Truly glorious amounts of healing and regeneration.
- Fill the Knockback hole in status protection.
- 100% Recharge Time protection (thanks to Ageless Radial, which always provides at least 21% Recharge Time Reduction).
- Perma-Hasten (thanks to Ageless Radial).
- A Summon Widow that is permanent, for almost all practical purposes (I believe she will have a few seconds of downtime).
- Good single-target damage.
I achieved this by putting aside all damage and cost considerations. As such, here are places where the build could be changed:
- I'm using Oppressive Gloom as a mule, opting for it over Touch of Fear. I don't know if that's a good thing or a bad, but the build will certainly lack AoE damage as a result, relying entirely on Death Shroud and Shadow Maul (i.e. very low AoE damage). This isn't to say that I can't turn it on, but I'm not sure how effective it actually is in real-world scenarios.
- Only 4 Luck of the Gambler global recharge enhancements, as I just ran out of room. This could be fixed by dropping Taunt for Evasive Maneuvers, but I feel like this Tanker will need Taunt due to the low AoE damage potential.
- I have heard that you may actually need 16 points of Knockback protection to cover all content, so I would have to drop a slot from Smite to get a Blessing of the Zephyr into Hover, which would hurt my "Filler" attack and reduce my Endurance recovery slightly.
- No Maneuvers or Tactics, largely because I believe the build is hard enough on Endurance. I actually don't know how big of a problem this will be. I know I could drop Combat Jumping for Maneuvers (which I would simply mule), which opens me up to dropping something like Taunt or Hover for Tactics.
- No To-hit debuff protection outside of Ageless Radial. I know that can be an issue with Resistance-based Tankers, but I'm not sure how to fix it outside of "more Accuracy".

The thing is, Resistance is ALREADY Debuffing Resistance debuffs at maximum value.
So cranking to 110-120% (with 90% being the max) isn't giving you ANYTHING.
At that point, more Defense is FAR more beneficial.
If you want to be more Resist-biased, vs Defense biased, that's cool.
But beyond caps, you're MATHEMATICALLY will find making your enemies do ZERO DAMAGE with max Defense superior to making them do 0% less damage than with maxed Res -

Back on topic: The tier 9 powers were always a gamble - can I/we take down this mob/boss before it crashes. Perhaps it is easier now to cap defences/resists without needing the tier 9 as a panic button. If so, I feel that it takes some of the challenge/risk out of the game.
There's no such thing as a "perfect" Defense.
There are villains with a certain mixes of buffs, debuffs, etc that allow them to more or less IGNORE your Defenses.
In which case you're entirely reliant on Resist.
The problem is that even with maximum Resist, you're STILL going to take regular, constant amounts of damage.
And maxing Regen/Heal/Resist/Damage Output and Defense just IS NOT POSSIBLE.
It's just math.
If your opponent can reliably do more, regular damage to YOU than vice versa, absent assistance, you're going to lose. -

That was the original question I was responding to - static 90 to all is pretty much impossible - like I said I have tanker builds that can get close with Elec Armor - all but 2 categories Neg Nrg and Toxic, Rad Armor - all but Cold, Dark armor - all but Nrg and toxic - thats 24/7 static resists - you don't really need a panic button for those builds.
As far as panic buttons - most of them are useless because you can get a build strong enough to not need them - the only two I can think of worth taking that are easy to come by is One with the Shield and Overload on Energy Aura - those it almost doesn't make sense not to take.

And Mo isn't a perfect solution either. Running at crazy difficulty levels, you can stave off carpet-smootchery for a little bit. But the Regen just isn't there.
In my miniscule free time, I'm running some content at super-high difficulty and picking mobs that are especially efficient at chopping you down an maximum sized mobs.
Initial durability is nice and all. But the kill speed basically becomes a massive slog. Not fatal, but if diff is bumped any higher, and it becomes a stalemate situation.-

Very few builds are ever going to give you that. EVER.
They're meant to be a safe "Oh shit!" button. Not a "Delayed suicide button" like Unstoppable.
But actual CAP is unaffected. You can get bumps through eating Resist inspies.
Asking for a solution that delivers capped Resist and capped Defense 24x7 is asking for a bit much.-

Okay took a look. Hand Clap isn't giving you a hell of a lot.
There's a grand total of TWO damage pocs. The rest are stuns or Immob.
Also, you're losing some S/L defense.
I'm not really seeing much worthwhile.
Destiny: Rebirth Radial, A lump of Heal with a bit of ongoing Regen boost.
Barrier Core or Radial. Bump to Def and Res which is nice for tanking Alpha strikes.
Radial also generates Ally resurrection. Occasionally useful.
Ageless is also useful, But you're already on a WP setup with gobs of Recharge and Recovery.
Hybrid:
Assault gives a nice boost in damage, The DoubleHit is great for spike damage.
Control is "interesting"as a general damage mitigation strategy as anything belching out Fear isn't producing damage.
Melee Core is buffing Resist and Radial buffs +Def
Support also provides a Defense Boost along with some EndRedux as well as +Acc/+DMG -

A personal preference thing for me.
I tend to prefer conventionally slotted attacks to proc gimmicks.
As such, I really am not the best person to answer this for you.
Most of my stuff may or may not be "optimal" in all situations.
But what I chase is "steady state performance" -
The only thing is, the interface is, at best, approximate.

I dinked around and kinda sorta got it cleaned up to the point I could play.
Apparently an utterly identical CPU and motherboard wasn't enough -
I had to rebuild my machine with replacement motherboard and CPU.
They're identical. But I'm getting anomalous behavior with the graphics. Sometimes it works, most times it doesn't.
And just starting up HC Launcher causes the graphics to lock up.
I want to run DDU (Display Driver Uninstaller) and cause the game to reset to Default.
I simply do't remember how to do it, through the interface of via command line.
Need to get this problem banged out ASAP as I have a ship raid to run tomorrow.

Tanks, currently, do not have access to SR.
SR is, nominally, a One Trick Nemesis Horse...
As such, the modifications a Tank would receive would be both seriously unbalancing and ultimately nearly useless.
You get something that can soft-cap on common IOS.
Okay. What sort of mitigation does it bring BEYOND that. Remember, Defense is "All Or Nothing".
No Resistance, No Heal/Regen.

Difficulty has been almost completely personal preference since 09/15/2009 (Issue 16).

Been running MSR for around 13 years. For people having to deal with truly noxious player types, I can see the attraction.
I'm going to say, I HAVE had such people in the past.
To the point where individuals have screwed with a raid by dragging U'kon and DELIBERATELY not listening to the raid leader;'s direction.
I'm still here, have a relatively thick ...skin...and most of those people got tired and left.
As for 3-500 more VMs. Not going to say I don't believe it. Just going to say that if I'm pulling down 1500-2000 VMs, I'm good. The differential earnings are vanishingly small.
Most of the queue bugs in gen-pop are fairly shallow. And the fix is for the raid leader to manage.
Drag them to another team, then drag them back where you want them.
Also I specifically organize to try to avoid catastrophic de-levels. A minimum of 2 50's at the head of each team usually is an easily doable safety margin.
Again, don't begrudge you preference.
