Really, this is a neglected gem. Usually I end up taking Energy Mastery on a tanker. It does one thing well: it gives you a place to slot one or two more Performance Shifter procs. Earth Mastery, though, helps you in even more ways. I have two of the powers on my newest tanker (Willpower/Mace). Being Willpower, she doesn't need Perf. Shifter mules. I took two powers from the set: Salt Crystals and Quick Sand (sic). Salt Crystals was and is a huge AoE; sixteen feet IIRC. It takes accuracy enhancements, which means that it taunts every mob it hits. The fact that it 'sleeps' mobs is your least concern. It takes sleep sets, which enable some interesting procs inc. a chance for self heal. And it does not require many slots to be effective. It debuffs defense of everything it affects. A worthwhile first tier power. Quick Sand is annoyingly a ground-circle targeted power out of the box. You're gonna want a macro. It takes Slow sets, which means it can use the Trap of the Hunter proc. It needs no accuracy, which means that it is effective with only the default slot. It also slows mobs it effects, keeping them close. It also debuffs defense, A worthwhile second tier power. I have not taken any of the other powers from the pool, which do holds and damage. For a melee controller tank build, these two have a lot of potential and seem quite worthwhile. No that in addition to Willpower we have Bio, Radiation, and other armors that do not need endurance relief, I think this pool is worth a closer look.

My experience is that Regen works wonderfully at lower/exemp levels and gets painful the closer you get to 50. At those levels its strengths - sustain and indifference to damage types - outweigh its weaknesses, and its self-heals and regen tools work well enough to pass. There's way too much debuff being thrown around in the late game to favor an armor set with little resistance to them. -Recharge is especially bad. I have a fire/regen scrapper slotted with generics and handmedowns whose purpose is to farm Synapse and similar lower level content. Once you get past Numina the character struggles. She has no taunt aura so she is equipped with Recall and all the teleports. I did not bother taking Tough and Weave on the character: from where she starts from on resistance and defense they'd basically be lipstick on a pig, and having them would negate her reason for being, which is quick recovery and only one toggle chewing on her blue bar. She actually fares fairly well in the Rularuu TFs among 40+ content, because damage is damage to her, she has no taunt aura, and she runs Afterburner. Even adjusting all of her numbers up proportionally to tanker levels, I can't see how it would work without extensive modification.

I do a combination of: Task forces, task forces, and more task forces starting with level 8, which one DFB should put you at or past easily; and Soloing old line blueside story arcs, for merits and for the nostalgia value. I will sometimes run newer material - I especially like the KR Skulls arcs - but you may want to have a couple levels on the final missions if you are soloing them, especially if you are not a scrapper or brute. Also worth doing is the Steel Canyon Tsoo story line that gives the 'Honorable Combatant' badge. But few of the old line stories will ever put you against anything meaner than an EB. My aim is to have enough merits to get some of the ATOs, where I usually start with the procs, and other desirable recipes as I level up. -
I will occasionally use shards rather than threads when I begin the process of moving my alpha from t3 to t4. You have to start at the bottom and work up the opposite side of the tree of course, and it is indifferent whether you use shards or threads for each of the upgrades. And sometimes it is easier to make the t4 alpha using a Favor of the Well rather than a rare made from Empyrean merits. Other than that, and after your alpha is t4, I just convert them to threads as needed.

A classic combination from old live; had one on Victory that was one of my favorites. Shield shines on a tanker because you can get your Shield Charge earlier than on a scrapper or brute. In addition to the tanker ATOs (start with both procs, put them in targeted or point-blank AoE powers) I recommend that you slot the Panacea and Miracle +end procs as well as Performance Shifter Chance for End. Another set you should consider is Kinetic Combat; four of them give you a solid boost to smashing/lethal/melee defense. That's for single target attacks. One set of four (do not disdain the knockdown proc) cost about 12m inf, which isn't much compared to the billion inf builds made by people who buy them that way. But since one of the recipes is a 20 merit yellow, I buy four of them and then just roll converters on them until I get a straight flush.

I don't think I ever sat down and made a plan there; if I did I wouldn't follow it anyway in the actual game so it makes little diff. Softcapped against melee with some to spare, softcapped against AoE, slightly shy of the mark on ranged.
