you dont really need to bother about a "to low" population all the shards are even higher populatet than durring the last years of COH, i dont know if a specific server is better for EU Players but i play on Excelsior you can get most (if not all) of the vet perks at the P2W vendor -

my 2 cents if they going to make it possible to use old character then old characters should play on there server because its not fair for players who didnt save there characters if they are going to be on the same server
