  1. Plant still has an absorb shield + a top tier ranged attack. Given that no other blaster has something like strangler doing almost 200 damage from range in their secondary it still has a very defined niche as the "High damage" secondary. Martial with TP has elusiveness, TA has "everything great a PvP character wants" and EM has boost range. Plant with these changes still maintains the kind of "bruiser" role, but is likely just brought closer in line with other secondaries keeping it from being such an outlier. Giving every blaster primary a ~200 base damage attack they can weave into their chain that can hit 90% Proc rate and can slot 5 procs opens up a massive amount of build variety for blasters and shouldn't be understated.
  2. Apologies if this has been mentioned before, but Rage with the new tanker damage scale might be pretty insane with only 1 activation of the power. The split debuff (-res / -def) is solid as it punishes all sets instead of just heavily punishing +def based primary/secondaries. As for stacking vs. no stacking I think thematically it works. Kind of like "Controlled rage" vs. Losing all control with the latter coming with a downside / exhaustion type mechanic. It gives players a choice, do you want to go all in max damage and deal with the crash, or do you want to play a bit more reserved, still get a really strong buff. Best of both worlds IMO that can work with different playstyles, different situations and can even encourage changing things up over the course of a fight. I.e. start out with single application rage, then towards the end pop the second for an overlap to get max damage and avoid the crash as you are zoning to the next mission or whatever. Might be a minority, but as someone who had a Inv, Bio, Shield, Rad, Elec, and Fire/SS tank, I like the proposed changes.
  3. The damage change is going to be unique to pretty much every blaster primary. What primary and what attacks are you using to go from 397 to 277? If you want to tackle this change the best approach IMO is maybe test different blaster primaries with toxins and post the results i.e. Toxins does X damage with Y power against a target with Z toxic resist. Ideally you'd fire off every power in your primary for the sake of being thorough, but do what you can. From there you (we) have to look at how much damage is added to the same primaries by using Build up instead (or just popping 4 reds, saving you from making a second character). If BU is just a straight upgrade in damage by a wide margin then it might be worth adjusting the formula used to apply the proc.

I haven't tested it yet, but the PvE formula for damage proc type powers is largely based around cycle time of a power (recharge + cast time) where as the PvP damage formula is heavily influenced by cast time and less so on power recharge time. (Hence powers like blaze and flares having similar damage values before the %dot chances. Flares being 110 base, blaze being 115 on blasters). So you may see a buff to toxins on long cast powers and a nerf on short activation ones.

Controller Primary - Dimension shift - Showing mag 10 immob for 8.00 seconds (not sure if that has something to do with matching the intangible duration though). Illusion - Blind proper 4 second duration on the hold, only 2 second duration on the AOE Sleep. Plant Control - Carrion creepers - 2.00 second duration immob instead of 4. Might be a result of pseudo pet. Controller Secondary - Dark - Howling twilight - 15 second fear (though that may just be an avoidance mechanic for PvE mobs, not an actual terrorize) Black Hole - Have to test how this actually works, but only showing a 0.6 second duration intangible + immob Nature - Entangling aura - No duration listed. Rad Emission - Choking cloud - No duration listed Sonic Resonance - Liquefy - 2.00 Second hold duration. Thermal - Power of the Phoenix - 2.00 second stun duration. Time - Distortion Field - 0.25 second hold duration, but no clue how this is actually supposed to function. First round of looking over values. I was not able to check individual pet powers here as well as some pseudo pet powers like Volcanic Gases. Will update more later.   6. Go out and test please! If you log in right now you can see that the duration in PvP is now 2 seconds base rather than the 4 seconds it was before.
  7. Arctic air I believe does not have an accuracy check to it though you can slot acc/etc combo IO's into it you can't slot just plain Acc IO's. Volcanic gases spawns a pseudo pet which will do its own hit rolls based on the powers slotted acc. Don't quote me 100% on this, but I believe domination works on Arctic air, it however does not work on Volcanic Gas because it is a separate entity.
  8. Yeah what MJB said, @HP has a psy/em with a similar build and it will tank end outside of energize. With it up end is pretty much a non issue. It sucks to lose the little heal it offers if you aren't having to actively use it, but you still gain the passive +regen bonus with it up.
  9. First and Foremost, no character wipe / starting over. New Content in the form of TF / Trials / Power sets. New Costume Pieces. If possible, account recovery from live. If the roll out period on said content is reasonable, I'd be happy pay for them. If payment options exist, some sort of small paid dev staff.

  11. Whoa whoa whoa, giving Xhiggy the shout out on emp? That man ran an ice/pain corruptor without power boost at the start while I was out there on an Emp/Water defender. You, Me, The Arena Xhiggy, it is go time. Most heals wins.
  12. To echo what Vanden said here, as it is right now it is working as intended. Most heals in mitigation type power sets are flagged as unresisted (meaning you can't reduce them with debuffs like from poison's Weaken and you can't buff them with healing bonuses from IO sets or Field Medic) you can still increase them with enhancements, but that is it.

Also, I'm going to tell you right now, I legit haven't read all the walls of text you have posted, just the first few lines after someone told me "What do you do to Epsilon to make him the big mad?" (So it isn't just me here and not even someone from my close circle of friends lol) But yeah, my eyes literally glaze over when I see a wall of text combined with things like "ad hominem" and "straw man" because that is pretty much the sword and shield of a keyboard warrior and I have to be in a special kind of mood to actually engage with all that nonsense.

I don't know where this massive chip on your shoulder is coming from but you aren't doing a very good job of hiding it. 😞 I don't really think more, or less or anything of you. Beyond you being annoying on annoying characters (Which hey, CoH has this whole disruption role in PvP and that is fine), the only thing I've said about you positive or negative (to friends) is that you might be a decent arena PvP'er if you ever gave it a shot and put some time into it.

Slotted damage procs in the tanker version of the power will fire off in an aoe around the target, also the power may also be calculating PPM as if the power was an AoE as it is not reaching the 90% proc rate it should as an ST power with only 33% slotted recharge with a 27 second cycle time (should be able to slot I think ~120% recharge for 3.5 PPM procs and still maintain 90% proc rate). My best guess is there is some sort of interaction with the gauntlet AoE that is causing the procs to essentially spread, while also lowering proc chance.

  21. Okay, so you didn't address mine, but I'll address yours directly. This game has a long history of making QoL improvements for everyone PvE and PVP related. This server specifically has made massive QoL improvements to remove the obtuseness of a subscription based game that had the primary purpose of making money. See PvP IO drop tables, see incarnates through vet levels, see universal conversions, see booster pack seeding on the market, see salvage seeding on the market, see easy emails of just about any currency (especially emp merits). There is essentially historical precedent of lowering the bar for entry for incarnate level powers, where before you needed leagues of heroes to get together to do trials, you now just need to clear any level 50 content to unlock powers that are specifically overtuned for non incarnate content. So why make this suggestion? Because the devs have shown willingness in the past to remove barriers of entry for PvE'ers that eases the grind and improves their play experience. I don't mind personal insults. If I see an adult eating glue straight from the tube, they can live their own life, but if that person is offering out ideas it is probably best that those listening know where that person is coming from.. You are an idiot who is just arguing for the sake of arguing with something you have no stake in and know very little about, and if and when someone reads this thread and see's all this opposition out of now where, one hopes they will see you and what you are doing for what it is. *edit* Also, you never directly addressed the scenario I suggested to you, so I'm guessing your ignoring it completely was pretty much an admission of how it would be reasonable if the shoe was on the other foot. While it was a solid move to call out personal insults, to make it seem like your position was coming from a moral high ground, neglecting to even address the scenario presented definitely cost you some points. You need to step your Forum PvP up there!
  22. Whoops, too late on that one. PvP IO's used to only be dropped by defeating other players when the game was live. However, it was later changed where you could buy them at merit vendors and then even later they were added to all PvE drop tables. So we already have concrete evidence that the dev's are moving in the exact opposite direction that you are so worried about. Remember how every PvE'er who IO's a character wanted the 3% glad armor PvP IO's and they were selling for 4-5 billion influence on live? And you had to trade over double the influence cap to get one because it only dropped insanely rarely from killing other players, and there was a rep timer in play that would lock rewards if you killed the same target too fast (i.e farmed)? They cost maybe 10 mil now on the market right now.
  23. Alright I'm going to pose an easy to understand scenario to you. The Devs release a new amazing endgame content for PvE. All the bells and whistles and everyone loves to run it. However in order to participate, you need to earn 4 special tokens. You need to get shivans in bloody bay. You need to launch a Nuke in warburg, you need to capture the zone in RV by getting pillboxes and defeating the AV's, and finally you need earn reputation for defeating 25 unique PC characters in any PVP zone. A very Sad PvE'er comes to the forums with a suggestion "Would it be possible to remove the 25 unique PC defeats? It seems a bit excessive to have 4 barriers of entry to this amazing piece of content I enjoy. 3 honestly is more than enough in my opinon" A real asshole of a PvP'er who has never run this new amazing endgame content and never plans to, comes into the thread and says "Why should we make it easier for you?" If you are failing to get the parallel here : there are 4 PvE barriers every PVP'er has to get through to essentially "compete" or be relevant in PvP. Level 1-50. IO out a build. Run accolades, and for a vast majority, incarnate out their character (as most PvP takes place in RV and Arena at level 50). If you can't understand that (for some who think PvE in this game is near brain dead easy and want to avoid it) removing 1 of 4 barriers of entry to just play the part of the game they like is a reasonable request, then you very likely have some issues that need working through. The difference between PvP and PVE is, you can jump into any PvE content on an SO'ed build with any randomly picked powers and at some level be relevant/helpful to your team / side / self etc. In PvP that is not true and you are more likely to end up as a detriment if you are missing some or all of the listed requirements.
  24. If it makes you feel any better Kelly Rocket, any time I post a PVP related change that affects PvE'ers in no way what so ever, I too suffer anxiety. I have anxiety that a bunch of people who are very vocal that they never have and never will take part in any thing PvP related will try to shoot down what are effectively QoL changes for either entirely selfish reasons (waaaah Devs shouldn't spend time on PvP because less people PvP) or they like to ignore that PvP changes have been made to cater to the PvE experience / crowd and are happy to reap those "easier" rewards, while shooting down making things in any way better/ easier for PvP'ers. See also PvP IO's dropping from all content now and added to merit reward vendors.
