Devs Stance on PvP and Balance of the Game?
Dan Petro replied to Solarverse's topic in General Discussion
This is true if you want to try for an i12 reversion kind of thing. But look at the snipe changes currently on the test server. In PvE they are going from 2.28 to 2.76 scale damage based on your to hit modifier. In PvP they are unchanged and using the standard PvP damage formula which heavily accounts for activation time to determine damage done. -
Devs Stance on PvP and Balance of the Game?
Dan Petro replied to Solarverse's topic in General Discussion
Considering the entire point of i13 was to add a separate PvP flag to literally every power in the game, and that when you apply changes you have to pick which part of the power you want to change (the PvE or PvP values) this is pretty much a moot point. Not everyone was playing a tank and herding the entire map. The movement speed stuff was done because you could effectively easily and permanently kite any damage as a non tank ranged damage player. In PvP, people ran Kins for *years* after that because guess what still provided unsuppressed movement speed in both PvE and PvP (and still does to this day in PvE). PvP has in some ways been a good litmus test to figure out what is broken and what is not. Powers are put to a different level of scrutiny when used in a player vs player environment, much more so than when fighting near bread dead AI. So many times when you see a PvP change, the reality probably was it was broken in PvE too or performing so high above other sets that it is easier to knock one thing down here and there than raise everything else up. See Energy Transfer. And while the end result change was too harsh and pretty much gutted the set, it was still a power that was massively over tuned. -
Melee plus defensive secondary any good for farming?
Dan Petro replied to dmaker's topic in General Discussion
The problem is your actual build for the character, not the sets you picked. Just build 45% fire/cold defense and as much recharge as you can toss together and SS/Fire becomes one of the stronger (but not quite the strongest) farmers out there. -
Which power combos shine on a Scrapper, and not on Brute/Stalker?
Dan Petro replied to Galaxy Brain's topic in Scrapper
Something I'm not sure everyone is aware of on only the scrapper version of MA attatched to eagles claw is this : Self: UnresistibleNo BuffsStacking+33% to chance of all effects tagged ECCritModPlayer for 2s (after 1.2 second delay) UnresistibleNo BuffsStacking+33% to chance of all effects tagged ECCritModSmall for 2s (after 1.2 second delay) UnresistibleNo BuffsStacking+33% to chance of all effects tagged ECCritModLarge for 2s (after 1.2 second delay) Target: PvE142.64 Smashing damage PvE4.768s Stunned (mag 3) PvPSuppression2.384s Stunned (mag 3) PvP210.3 Smashing damage tagPvPFloating Text210.3 Smashing damage (15% chance) tagPvEFloating Text142.64 Smashing damage (15% chance) tag64.19 Fire damage (0% chance) Specifically the first part makes MA a bit of a crit machine now on scrappers. -
Freezing touch on ice scrappers I think is the second or third highest damage per animation second attack in the game now. The rest of the set is pretty bad (for ST damage) but FT is such an outlier that it makes it playable. Combine it with the ability to add 50% crit chance to it and it is just crazy strong. First is still blaze with max dot tics and psi snipe with instant cast and I think psi snipe (before it is changed to a 1.67 or 1.33 on test) is 172.6 DPA/S. Frozen touch is 182 DPA/S and 365 DPA/S on a crit. Kinetic Melee I'm kind of curious on, because its flat numbers are pretty meh but I feel like if you could abuse the crit strike's proc + CS and essentially have perma power siphon it would do respectable damage. Kind of like running a second hybrid assault toggle.
-
I'd imagine Frozen Aura will get the same buff as the scrapper/brute version eventually where it will do scale 1.4 - 1.5 damage and be a pretty decent AoE power for it.

Emps have always taken heal other which is a 2.5 second cast. Given that you need to be very reactionary you can't always afford to wait for your jump peak to animate it sometimes you end up planting off it. BFR on blasters (pretty much the longest animating attack on ranged you'll see usually) is a 2.64 cast. Those are pretty much freebies that even average/medicore stalkers can AS off of, but better players will avoid those skills (BFR) or try to use them when they can either quickly break LoS or see other players movement that suggests that they are not the target. As animation/plant times decrease, then you have to start to account for player input and skill much more so. Very few people will have perfect movement / perfect jump times for an entire match and a stalkers job is to find those moments and punish them. You can hear a few call outs in between spikes where I just AS a psi blaster (whose generally has 2 1 second animation attacks and a 1.32 on will dom) as a punish. If 1 or 2 people can hop on that target really quick and get an attack off, that is another kill. Worst case, it pulls the support off to heal that target potentially putting them out of position for the next spike. Don't get me wrong you aren't going to be first picking stalkers in an 8 v 8 jump match or anything like that. And they do suffer from some pacing issues where sometimes offensive pace will be faster than your hide reset/AS recharge if you don't get a hide proc to go off. On top of that they are usually 1 attack and done, and if they are off that attack your offense misses out on a large potion of damage (kind of an all or nothing AT). So not really ideal, but still fun to play.
-
Here is a (semi) recent 8 v 8 Video that I was a stalker in. Sadly not my PoV, but you can hear the call outs and see me zipping around and catch the end results of the match. If you aren't AS'ing as stalker you are wasting your potential on the character, it should be consistently half the HP of a ranged DPS's health in one attack meaning you don't need all that much follow up. Or it is a half HP finisher if you are on the target just a bit late. With a complete lack of mez protection (and only mez resistance) in PvP you can set up stalker AS'es pretty easy off of whatever if you fire the mez just before someone plants on a jump. Beyond that with more procs going off in longer recharge, longer animating powers (Bitter freeze ray) people will set up themselves up for free AS'es without even needing any set up.

Sorry, never heard that name tossed around by anyone in any kind of positive or negative light or at all (from the people I hung out with from justice) unless you changed your handle or something. Either way, that is a pretty bold thought to have lol. As for the times, I'm pretty sure they'll be beat. They were first attempts with I think 3 people not even having PvE builds (i.e. no aoes, incarnates, weird powers for PvP like phase shift etc). I look forward to seeing how much we can shave off when the mood strikes!

Nice times. It's amazing what 6 yrs of practice can get ya. I played from Issue 2, to issue 23 then about 6-8 months on the private server. So probably closer to 8.5 years.

Here is a max damage / procs build I had saved for a Fire/EM. You run 71.5% damage passively without any outside buffs, your core attacks (energy punch / snipe / blaze) have at least 2 procs. 2 Chance for BU procs to give you even more damage. I think it'd be a lot of fun if you have a decently balanced team with some support/buffs on it as it is the way blasters would ideally be built (rather than just soft capping all defense). http://www.cohplanner.com/mids/download.php?uc=1529&c=709&a=1418&f=HEX&dc=78DA6594594F135114C7EF74A620A5056A652F4B5B28A52D030D9BC4070DAB0B4D883C9B6680499DA44EC7B618FAE8A73031082AC6E5C5CFA0D18FE0A3EB07707B3071C37A66FEA7B4492799FEEE3DF7DCFF9C73CF3D4DEF2D7B9FAFDD3E2F24DF524E2B16338BF45BD20BEEB49635B685FD34D3DBCBE6CC55CDCCEA3BEAAA51D0E11AA9AE6CEE5A56BE5052574CBD902D67D29A6958BB39AD64E44DE1DDC8E773EABAAE5986996DAF4E76F442F1BA61799CF9A6A5EB3B7E6778C9BC65148D2D236794CA5D2B96B1ADA6774DC3162A92ACFDB1720FC594A0F782A83E15B7108A10294584DCE0C823E170EC88F9041C7F0CDEA8ED9585843D4D2ED05B76091120EE818BE425C15791A65D8E8F6B86390B2A73CC79B08B0E4E96A02F774A8EADED98A6038AE8B8223BF38E9F98E7096ED6771F617FD32138F8008C1F80C9FBE012D7C6D66F0E43EFD42C730EF4CC83CBE4D5C2BE2DECD3C63E91B3CC05F03489B6226ED11AC259AD107C7CCE3E8EA38FE38870BC518E739CE38E3FE375D26B67BDF673044516AB043FEBF9EFF2770F99FBE0997BCC03B02B09DEA45D01E8298120AF0D833D03CC41B06F080C530C9DD823752690539019A0B56E5EEBE6DC820FC135FBEE739CBD49AEC7141852C19114F30DDFB37DE218C54DBAFDD8EBEAE7FA0FB27E94F58B76F9F96C06389E8B8421BE0B437FE037FC9779CCFCC73154C05794669875C2BF64E74EBD268C42471AFD0DBFD40FD0246B8CF38A45B96E31AEDB38DFB3043811676690D7772F7ACFCE2BF102FD917C09A616505F8BA0720EAA8C9E9A54986F5193C94F60EA3DE8A3F39AC21E31C5E715544E7AD4253EC02FFA0E9CF80886946A73562AF19ABF3DAD90528325D560996EB0CC3458D61B2C1BCAC97F82901C4B4B07753C2C95CF1E5AE58A4813A8ECD79A4D9242DCA19725E754BFD4FBC7E0FFADDE760755580F1038DBA7E1DAF89AC756C558AB1B6FD58D37EAC6FF014D77EE5F

Let me guess...you either play exclusively on roflstomp teams or have forgotten how it was to play at lower levels w/o soft capped defenses. Shiver is great mitigation available whenever you want. It pretty much makes you and a squishy team without reliable hard control immune to melee. It increases recharge time of enemies by 3 times or more. Not even close to being trash. With your mindset; Ice is a wasted power set as the damage it does offer is (significantly) weaker than any other that isn't Devices or Tactical Arrow BECAUSE of great mitigating powers like Shiver. lol. You are mighty defensive there over a pretty terrible power. It is trash on steam roll teams. It is trash at low levels. It is trash with or without defense in your build. This is what a build looks like w/o defense. Just go 3 shot a boss before you spend 2.5 seconds animating a power with zero damage and no real lockdown. Without defense, the less damage you expose yourself to the better. Shiver still lets the mobs run through their suite of powers, it just slightly slows the time before you can use them a second time. Enough damage lets you do the same thing, with the benefit of having a dead mob.

Personally, I think it'd be insane to give a blaster stronger than corruptor poison values for -healing. But then again, blasters also have a better version of trick arrow than defenders/corrs atm as well. So who knows.

No damage, no hard CC. Pretty much a trash tier power that would be best replaced by just doing damage to a target.

Happy to farm anything you want. Just do a quick record of a Meteor Farm run and a Pylon run, things will pretty much speak for themselves. :) That way anyone can use it as a reference point in the future instead of just proving it to one person. Or if you don't want to do that, I can hop in with you and record for you.

My 2 cents. You have a pile of farm builds that can clear the meteor map in less than 5 minutes. First start there, are you hitting that threshold? If yes? Proceed, if no... then just admit you enjoy the build but it isn't this amazing thing that people are just "Too dumb to understand" Clearing the troll caves isn't an example of a "good build that clears fast" as if I remember the last time you put up was well over an hour solo, when an Ice/Fire was doing it sub 30 minutes. Again, its fine to enjoy a build but if others are doubling the performance then just maybe the set isn't top tier. It is pretty easy to break down. What does nin offer? Sting of the wasp is an objectively terrible ST filler. It does 48 DPA/S when other power sets have powers (elec and em) that are 132 DPA/S. Choking powder - nothing special. Plenty of sets get a mag 3 ST hold. Doesn't do amazing damage or have any crazy utility. The Lotus Drops - Slightly above average damage for a melee PBAoE (65 vs 75) but still not as strong as the ones in Fire, Rad, Time, etc. The big downside is it has that massive 28 second recharge when others are recharging in 18-22 seconds. Kuji-In Toh - Toggle sustain power that offers nothing special. Rad offers +recharge, fire offers + damage aura, mental has insane values. Again, average at best nothing special. Smoke Flash - -10% res for 8 seconds with a 2 second cast (depends on when it applies, may only last for ~6 seconds if it is at the start. This is probably the the most unique power in the set but melt armor in epics is just straight better for actually increasing DPS. Blinding power - Mitigation in a word where you can just soft cap all defenses with IO's. Pretty worthless. If these last two powers had any interaction with Shinobi then you might have a case. But they don't so again, medicore at best, sub par as a reality. Golden Dragonfly - Mediocre Burst Damage, Mediocre sustained damage. 126 damage is less than a tier 3 ranged attack at 132.6. 69.5 DPA/S is about the same as the most medicore attack out there from the most middle of the road set - Energy Blast / Power Burst. Sets with better high tier melee attacks - Martial / Elec / Rad / Dark / Energy / Plant (Ripper is 75 with dots, wider cone and has the same benefit of GD in that it can slot both -res procs). The only thing Golden Dragonfly is good for is applying both -res procs to a single hard target. And finally Shin obi - The thinking man's much worse version of build up. Once every 30 seconds out of combat you get a 43% damage boost to one of your attacks. It isn't on demand damage, it isn't for a window of attacks. It is one attack. After that you get a passive 6.25 damage bonus at all times or about the defiance buff from your tier 1 attack (tier 2's are usually 11%). You can't on demand burst, you don't get a 10 second window to attack, and you have to literally wait to get out of combat to get the bonus. Where as recharge IO builds with build up can get it down to 23-27 second recharge with 10 seconds of 100% damage, this set gets 50% for one attack, then acts like you always have your tier 1 attack firing for defiance. TL:DR - Nin is a below average blaster secondary. Its only "useful" thing for high end gameplay (read IO'ed builds) is slotting the double -res proc in GD. If the placate -res duration was boosted up to 10-12 seconds, that'd be another thing it'd have going for it, but as it is now not really worth much. If you enjoy it, that is fine but trying to sell people on something that is both inferior numerically and in practical application as "Really strong, you just aren't smart enough to play it as well as I do" is just plain not nice. Also hiding the Arch/Nin but then putting up a DP/Nin lol. Yikes. *edit* and just to stress this here 100% play what you want. I and anyone else I'd hope are fine with that. If you enjoy at set and it looks cool, great! If you enjoy a set, it looks cool but happens to be average to below average when it comes to just about everything, don't try to sell others on the idea that it is the strongest set there is when we have metrics like meteor clear times, pylon times, etc etc that suggest it is nowhere near the top. Not for your personal benefit, but for people asking for genuine advice on builds.

Stay tuned for my Sonic/Elec/Pyre defender farm build thread, it is the true sleeper hit that no one has even begun to theory craft about. Youtube wouldn't even let me upload it because the times were too NSFW :-X But yeah, sorry about the detour from the original topic. Lets get those instant snipes in game (and maybe increase the dom's base recharge to 15 seconds so they can get a bit higher damage scale).

The Plant Martial video that I linked was taken to show someone that player creeper vines seem to have a larger pull radius than the NPC version. Also for someone who was looking for a different farmer for a spines/fire duo. I believe they settled on a plant/ta controller and it is hilarious how effective it can be. I just linked it here, because I thought I'd be fun to show that you don't need to run a /fire brute to clear +4/x8 quickly when people were talking about Doms and damage output. As for the boss vs. no boss it is literally one of the 3 top rated 999+ maps, the mobs are always named "boss" I have no idea how my settings got reduced as I haven't played that character in a while. Here is a clear of the same map *with* bosses with a sub 4 minute time still using no confuse in case anyone gets offended by that. Two mobs didn't pull so I generally just skip outliers and aim for maximum saturation, if you want to call it out on not being a full clear have at it lol. With confuse you can get closer to 3 minute runs, but the reward gains are lowered too much for my personal tastes which I think is a result of being above the aggro cap and confused mobs doing too much damage to each other before you can get to them.

They might want to add plant/martial to that list. Clearing +4x8 with no CC outside of the aoe Immob.

An excellent time and strong performance; nice job! Did you happen to do any times without the hybrid toggle on? No worries if not. Thanks! And sadly I did not. Any chance you could post a build link for either this or the Fire/EM build you had a video with? I am having a tough time figuring out how to hit perma Hasten while capping more than just ranged deff (Or ranged +S/L/E if I go scorp), but it looked like you managed to get better def than I have figured out how to do, while having more recharge as well. | Copy & Paste this data into Mids' Hero Designer to view the build | |-------------------------------------------------------------------| |MxDz;1529;687;1374;HEX;| |78DA6593594F13511886CFB453B1854AD941364B590A2D5D14AF3508D5204D885C9| |B6684499904DBDA96442EFD07AE315156BD11B72BD7DFA23FC00D31F19298FACDBC| |6FA1492733F39C79BFF59C33277D7BA6E9EDE53B1794E6BFB46A944A99697997CDA| |2276D64AD25655F0DF2F450CE5C337259733996B28A265C4355CBE25AA1902F9663| |B339B3985DCFA48D9C55585B35CA563EA79A16F2F9D5D8BC6914AC5CD6E77C2C164| |C73B9B9AA2F9BC5D28A55F03BDF292BBB5216C79ED982B514ABE64F1B4BA6BCECF1| |7AB7B41495E7A2AA5E158F7AA12B95F42AD71EF912F4BD225F834D6FC09BB5B177A| |14DDC23EF930FC0C987E423705AA234C66AEFA09D7A4F7E00CF7C243F81E39FC19C| |44B919EB1E75399A1E26C7C1131364043C9911F731AFCA0B3C88D53CCF69DB0667B| |85576DE06855A631AE9265DEC45273D60A7047A35E4F576688E96FC279FFD5E3524| |B646DA1A230A6B4886C4E6673FFE2FE823F415BC256A33E23CCDDFDC8E16F84EFE0| |05B7F92BFC0F67D7056A25A90D7D5B2877C039CEF00E79B126B1BE7DBF6C48ED355| |FB53B07383DC04BBB7C86DB045FAEE406FAE0ECE77F82F6A0F1F806DE2D3051FBD6| |B0B35E3AC1DDF0593CFC81DF0B27D54D8534FD4E5D43A1D2313605F928C83031BF6| |DEEAAA24E8E53AF7727D87C956E9A51F36D51F84764530C85A831BFCD736C1E016B| |94DEE80A15DB05DF20D21560D71FE8701A54650C33D426DF42AD6623445CE819AC4| |87191FAEC8A5DCA244B85A117BD9E4CF899E8577F43CB24513E0E414A84B4C8C338| |EB1623C0096454DB0428233EED38F4EACDC76D5A05E3D8895CA449D3551A724EB94| |7375CA549D325FA72CE847E75F698EE20D1C9DEACABE4FACDC2D6D12BD1F1C6B9A1| |6C4BA84E634E754FFAEF50FC3FF4FADF6187F975DA872DD67A74021A3667CA366BC| |5033DE937D4E727CD8793CFE0F8262FC1E| |-------------------------------------------------------------------|
