Ok, so apparently I was wrong about this.
In combat it is the same as Stealth on Live.
OUT of combat it is the same as Invisibility on Live which is higher.
The low acc is a fair point, but the power is great even without kb>kd.
Let me put it this way:
If Power Thrust is a good level 1 power then Gale is also a good level 1 power, since it does what Power Thrust does but in a huge ranged cone.
1. It is an end hog, that's true. But it gives a Lot of safety and contributes significantly to damage both through debuffing and the pets. 2 end red in each heavy cost power AND/OR Cardiac Alpha can help.
2. You can make a keybind or macro with "powexec_location target Tornado" or similar commands to make it easier. It won't ALWAYS work, but it usually will.
3. If the set had an AoE heal it would be way too good.
I’m not comparing the two powers. I’m saying that for toons that don’t get Mez protection earlier clarion (and melee hybrid) is available at 50.
Personally, having played the game in its various states over the years (except during the Dark years) I don’t think squishies need a long duration Mez protection pool power available at 20. That’s what break frees are for. But I also like the idea of a 60/180 unenhanceable uptime.
That assumes you cast it every 15 seconds... Right now it’s useful as an occasional patch. It’s being turned into an always on toggle. It is a huge cost increase.
The Defense elements of Stealth seem to be a little buggy. They come on really slowly, and the Unsuppressed defense seems to be around 7.5% which is a lot higher than I expected. The suppressed defense was 1.88% which was what I thought it would be.
Also the toggle has no recharge, which surprised me.
There are lots of powers in the game that last a shorter time than inspirations, Build Up comes to mind. There's no design philosophy I'm aware of that says it has to last longer than an inspiration to be of value. In this case we're talking about a power that does what two inspirations do at once, so that has some impact on it.
Regarding Spirit Ward:
The enormous Endurance cost is going to move this from Rarely Use to Never Use for me. Isn't there some other way to do this that doesn't require making it such a high cost power?
Clarion isn't available until 50 (45 when exemping). That's a huge difference. And frankly, Incarnate powers are not well balanced, and the devs have indicated as much in talking about wanting everyone to feel valued at the end game.
Pretty sure the current devs are not happy about those amplifiers but probably don't want to face the huge whining crapstorm that would rise up if they got rid of them.
They explicitly do not want it to be able to anything remotely like Always On mez protection. The changes make it more like a Break Free/Resistance that is available every couple minutes. It is a nerf for very high end builds and a buff for almost everyone else.
I didn't experience any of the "cursor at my own position" or "red cursor" tp bugs. Just the weirdness I reported earlier.
I definitely think TP is still susceptible to many "harsh conditions" including lag spikes, varying personal reflexes, machine speed, etc. But given how much faster it is than the others that seems ok.
