It's a lot different from Wormhole; Wormhole is a 20-foot AoE centered on the targeted foe with an 80-foot range, stuns and knocks back the targets, and doesn't require line of sight. Fold Space is a 100-foot AoE centered on you that just teleports targets to your side, with no control aspects, and requires line of sight.
You can unlock Ouro at level 1 without talking to anyone by using the TUNNEL to go to Night Ward, grabbing the Midnighter badge, and then going to Cimerora through the Midnight Club and grabbing the exploration badge there.
Some of the new pools are mutually exclusive with other pools, but there's no "this one power from this pool is mutually exclusive with this one power from another pool."
Alright, now we're getting somewhere. You see this as a replacement for /enterbasefrompasscode, so that's why you feel like you "have" to collect the accolades on every character. That actually makes a lot more sense.

Not currently, but you could suggest the command be updated to include power recharge/owned status as one of the things that popmenus can check when greying out powers. They can already do that based on things like badges.
I'd say it definitely matters. Many players only used FoT for the sustain and couldn't care less about the control aspect. That's an equally valid perspective to have, and for them this is a major win.
