This is kind of why I suggested elsewhere that we simply add a minor +recharge effect to Swift (say maybe a maximum of 10%) and leave everything else alone. Suggesting changes to Hasten is just poking a bear that nobody should want to disturb.
I think that was the thinking behind @Steampunkette's post: fix the overall recharge times to eliminate the need for Hasten in the first place. However, pitching that idea as "Delete Hasten" was probably not the best approach.
I don't think that's the OP's position, and it does no good to misrepresent it as such. The OP pointed out an issue they felt was important, and offered a specific suggestion for addressing it. It might not have been a perfect suggestion, but it wasn't a bad one, either. And it definitely wasn't based on "this is enjoyed too much, nerf it".
The OP did not intend to nerf something popular. The OP was pointing out that because something was extremely popular, perhaps there's an issue that needs to be addressed. The OP then suggest an alternative to replace Hasten with a global recharge buff for everyone. The OP's suggestion might result in a minor net nerf (without additional refinement), but the underlying point still stands and is valid.
Ok, then point out the discrepancies and suggest alternatives that address those. Give the OP the benefit of the doubt that they weren't being completely malicious.

I don't think that @Steampunkette is nerf-herding. Her OP presents a case for replacing one power that's nearly universal with a global buff that's genuinely universal. It might have been rough around the edges, and might require a bit of tweaking, but ultimately, there's no net nerf there.
It's not just Dominators. I think the whole philosophy described by the highlight phrase is the problem we're trying to tackle here, which applies to all ATs -- and some more than others. Forcing players to "LOL GIT GUD" with IO set bonuses and (almost) mandatory power picks just isn't fun, for anyone that feels forced into that position.
