So I haven't made a tanker since live. I have a level 1 Dark/TW tank that I intend to PL and drop as much money as it takes on to tank incarnate content, but that's an end game tank. I want to make a tank as well that's specifically really good with an attuned build like dropping down to tank Posi runs and such. My top two contenders right now for primary are rad and bio and for secondary like not /TW which I have to deal with sub par momentum useage. Throw some ideas at me and give me some pros and cons at sub 50 content?

Actually, on a SR/ exemplar build, you can be softcapped to Melee and Ranged at level 7, softcapped to AoE by no later than 13, plus have some reasonable resistances to stack with the scaling resists.

 

I'll attach an example build.

Alright I think I'm gonna cannibalize this. I'm thinking /rad for my secondary for the -def letting me stay light on accuracy slotting and still hit things.  Thanks yall.

I generally recommend resistance sets with recovery powers for running low level content.  Bio and Radiation are good primaries for this; Willpower is also an option if you take Taunt at level 10.  Fire is also an option; all the powers that directly help keep you alive are available by level 12, and the self heal gives you stacking Toxic resistance that will help on Positrons.  I tend to think that the resistance sets scale down better than defense sets do.

This is true in general, except for SR tankers 

 

SR tankers don't really need to "scale down" Since they mature so early.

This old guide is obviously dated in many ways, but it seems relevant to the matter at hand.

I'm going to guess with high certainty that SR wasn't available to tanks when that guide was written.  

 

I'm grinding up an SR tank right now and for my vote, it's the clear winner to the question posed in the subject heading, soft-capped from Posi on up.

That guide was written at some time after i16 (mentions electric armor) and before i19 (talks about mandatory fitness pool).  SR for tankers was i21 IIRC.  It also does not mention Apex (for which my advice would simply be 'don't bother') or Tin Mage, nor any incarnates trial.

You know I hadn't actually put the numbers together but a quick 5 minutes in Mid's came up with a SR build with soft capped to all positions, 80% S/L resistance, 40% E/N/F/C/T/P resistance and a decent chunk of regeneration.  This set looks like it can get really good really early.

Guardian Survivor, occasional tanker and player of most AT's.
