Is there a list of contacts that offer an endless source of missions, such as General Hammond?

I want to avoid them.

So also with Marcus Valerius and Borea.  Don't know about the others.

It would be great if you could add Marcus Velarius in Cimerora to this, and then flag both him and Meg Mason as ALL MISSIONS ARE TIMED.

 

This would then be ultra-cool.

Everything on the second list (the one you quoted) can be outleveled, everything on the first list (further up on this thread) you can never outlevel (i.e. They are all available up to & including level 50).
