question is does this have a recruit a friend and if so what if any bonus does it include? and where do i go to send a friend the recruitment link. if not then will there be a recruit a friend in a future release.

As it stands, this server can't actively promote itself for legal reasons. A referral scheme like that could be construed as a promotional campaign and may not go down well.

 

In the future, maybe. I don't know what those bonuses could look like, though.

  definitely not until the negotiations are completed, and probably pretty unlikely afterwards as well.

You get a bonus from being able to play CoH again with your friends.
