Currently just blasters, scrappers, and stalkers get something like that. They can also be referred to as "Ancillary Power Pools". Frankly, it is difficult to rationalize many powers as being "natural", (unless you reason that your character is of some race the can produce those effects as a result of their biology/physiology).
