I recommend jamming in Soulbound and Overwhelming procs into your pets. It will provide a considerable damage boost and improve survivability. 

 

Pet accuracy can be scaled back a bit. Power Boost+Farsight provides +12% to hit, Tactics +12% tohit, Supremacy +10% tohit and Enforcers +2.5% tohit (x2) = +39% tohit for your pets when within a 50' radius.

 

Hasten will be perma on a single IO if you're willing to boost it to +5.

 

I would slot recharge into Gang War just so it can be used more frequently. Currently on your build, Gang War can be cast once between Burnout uses. With a good amount of recharge slotted, it could be used twice while BO is on CD.

 

Slot the unique IOs in Scorpion Shield into Maneuvers and Farsight. Just in case you exemplar.

 

Regardless your build is strong and will take you far in the game.

One quibble: it looks to me like with a CD of 186sec, Gang War could be cast 3 times with Burnout on CD.  Once immediately, once after 186 sec, and a third time after 372 sec.  Am I missing something?

Yes, you're right. What I meant is on your build, if Gang War is cast three times during BO's CD, GW will still be on CD for about 130s when BO is ready to be used the second time round... If that makes any sense. It's hard to explain...

 

Right now your build, GW recharges at 186s, BO is at 427s. If you use GW and BO frequently, this is how it would play out:

 

-Cast GW/BO/GW (Aka Double Gang War)
-186s later, cast GW
-186s later, cast GW
-55s later, BO is charged but GW is still on CD for 130s
-130s later, cast GW/BO/GW again and repeat

 

In the end, you will get Double GW twice + single GW twice in about 560s. The added slots to recharge BO are not really doing anything in the above example.

 

If you can get GW down to around 145s recharge, the powers would sync up better. It would play like this:

 

-Cast GW/BO/GW
-145s later, cast GW
-145s later, cast GW
-145s later, cast GW/BO/GW again and repeat. 

 

In the end, you will get Double GW twice + single GW twice in about 435s. There will be minimal downtime from one Double GW to the next.

Your enforcers are missing the shield breaker proc - I'd replace CTA with it and move it to Thugs, since you don't really need any of the set bonuses from Expedient Reinforcement/CTA.

you mean move the CTA defense aura to thugs (maybe replace Damage/Endurance since both are well over ED) and put the shield breaker in its place?

I usually just frankenslot all the def/res aura IOs on gang war, it frees up up a lot of space on the actual pets for procs and such. You build seems to want to actually use gang war for something else than damage mitigation so it might not be right for this build though

I was going to ask a question along those lines. I know we're already at permahasten but the Command of the Mastermind ATO provides another 10% recharge, and it can be slotted at 10 when levelling up and provides early/low examplar recharge.

 

So this was going to be my suggestion based on your build:

and I was going to ask whether I should worry about the acc/dam in Gang War or if I should find a better use for the slot but I honestly haven;t come up with a better use for it

 

 

I also question the need for Kismet in Maneuvers, the build has already decent to-hit and accuracy, and my understanding is that the bonus does not benefit minions, so why do you need all that accuracy for? Distortion Field and Time's Juncture don;t benefit from Acc as far as I know, so that only leaves Time Crawl since you have no attacks.

 

Does Power Boost still boost Farsight for it whole duration or only for the PB duration? Clarion Radial has a PB-like behavior so it could be used instead of PB. Not sure what's I'd do with freeing slots in 41-50 but it feels like if the build is survivable till lvl41, there might be other choices rather than focus on S/L survivability in the end of the build (not that it hurts any)

How about moving the 6th slot from Gang War and the one from Kismet into Slowed Response (the other power that requires acc) and slotting some procs:

I don;t fully understand proc cahnce to trigger, so maybe there is a reason you don;t want to put them inthat particualr power, but I find that the achille's proc is usually tasty in AoEs

 

EDIT: move the Scaling Resit Damage to Maneuvers in the spot you freed up with Kismet to get it earlier while you're at it
