EnjoyTheJourney
My ill / storm is on a limited budget, but is coming together OK. Phants are perma when incarnates are in the picture, as is indomitable will. Up to 3 lightning storms can be out at a time, as well as several tornadoes. For defenses there is the fighting pool, aid self, mind over body, indomitable will and currently very close to 37% ranged defense (that will be in the 40s quite soon). I have no doubt, though, that there are a number of rookie mistakes here and that the build can be further improved. So, I'm hoping for some suggestions from those with more experience than me. Because Mids has a couple of "holes", slightly more information is needed. Specifically, lightning storm and tornado both have the sudden acceleration "knockback to knockdown" IOs and sprint has the "stealth" IO in it. Also, I'm planning on replacing the aid self IOs with Panacea IOs (including the proc) and the Mental blast IOs with Superior Winter's Gift. Finally, guidance about what T4 incarnates to take would be most helpful and appreciated. Hero Plan by Mids' Hero Designer 1.96http://www.cohplanner.com/ Click this DataLink to open the build! EnjoyTheJourney
I switched the build around to fit in a couple more purple sets. I'm also thinking of getting an extra 2 slots in aid self, putting Numina's in it, and putting the Panacea proc into health. Not sure from where I'd pull the slots from, though. A key change from the build above is that Psi tornado replaces mental blast for AOE + another place to put a force feedback +recharge proc. I opted for the Agility Core Paragon over Agility Radial. I thought the end mod boost from Core would be crucial to keep as high as possible. But, I regret the loss of movement speed and, at least so far I'm finding that with ageless end is essentially never a problem (at least so far). ^ As before feedback would be most welcome and appreciated. ^ I was initially confused about the difference between Agility Core and Agility Radial in an earlier incarnation of this post. The edits here remove that (at least that) source of confusion. Hero Plan by Mids' Hero Designer 1.96http://www.cohplanner.com/ Click this DataLink to open the build! EnjoyTheJourney
Thank you for posting! Your build is quite interesting. I can see that with water spout you'll have lots of whirly things going around doing damage. On reflection, I like the "support" hybrid incarnate significantly better than control; a defense buff would really help out for the build I'm putting together, along with the other goodies offered by control. I also team a *lot*, so team support is something I'm happy to do. Since a T3 isn't that expensive to replace I'll work on switching to support, as a priority. Also, intuition is an excellent pick for the alpha slot, as long as your recharge allows phants to be perma; once I get phants perma without incarnates I'd like to switch to an intuition radial alpha slot, as per your build. I'm not certain I understand why HO: micro(A) are slotted in prestige movement powers. Edited April 9, 2020 by EnjoyTheJourney
Hjarki
Lightning Storm and Tornado are the 'engine' of Storm Summoning. I always start with: Tornado: Overwhelming Force KB->KD, Force Feedback +recharge, 3 - 4 other. I prefer Soulbound Allegiance D, D/E, Build Up. Lightning Storm: Force Feedback +recharge, Decimation Build Up, Performance Shifter +End, 3 other. Damage, Endurance Reduction and Recharge are the features you're looking for in those last 3 slots (most of the time).

The Decimation Build Up, Force Feedback +Recharge, & Performance Shifter +End procs will help you on cast, but once the pseudopets are out they will not help you. I believe FF would roughly equivalent to a LotG +Recharge, give or take. I believe FF would roughly equivalent to a LotG +Recharge, give or take. I'm aware of this. However, when you're tossing a Lightning Storm every 25 secs, this translates into spending three slots for +20% global damage, +20% global recharge and restoring 0.4 mana/sec. For Tornado, it's merely the equivalent of +33% recharge in a single slot. Edited April 10, 2020 by Hjarki
Zepp
Sorry about FF, I remember getting really excited about it, then finding out that it only procced on summon, and wasn't worth it. But that was before PpM, and I hadn't redone the math. That is pretty good. That being said, in Tornado it will still be around 20% global recharge, and your global damage will be about 5.5% global damage, and you'll only restore 0.25 mana/sec. Those are good procs, just don't over-estimate them. Zepp
@Hjarki Taking your suggestions in mind, I updated my build a tad. I dropped Hurricane (great power, but only in a very limited range of circumstances), and refocused my slots so I could let my pets do more of the work. I also slipped a KB-KD into Phantasm because it'll be more team friendly in this era of anti-KBism. Unfortunately I will still need Hasten for perma-PA despite the newly slotted FFs... EnjoyTheJourney
Proc-fu is my weakest powerset when it comes to character planning. Thus, the following may be waaayyy off in how things are slotted. A few other notes follow, to help make more sense of the build. Incidentally, the "empty slots" in the build are slots that I'm not sure how to best use. Superior Winter's Gift provides the final bonus needed to reach the ranged defense softcap. Superior Winter's Gift also provides some resistance to -recharge, which along with -recovery are two key debuffs that could be quite problematic. Phants and hasten should all be perma in most situations (unless exemp'd quite low), with very few FF procs needed, I believe. Indomitable will should also be perma or very close to it. A total of 10 knockback protection would hopefully be adequate for most situations. For Tornado I opted for trying to increase both damage and recharge, while also getting some reduction in endurance cost. Frankenslotting, rather than going for set bonuses, seems to work for that power. I'm not certain it's the best path though, as there are much better min/maxers out there than me. I'm kind of torn between Musculature Radial and Intuition Radial for alpha; each has its pros and cons for this build. As for Phantasm, I can just not summon it on teams if knockback is a concern; in most teams it would add little to damage anyways. So, instead I opted to get a bit more ranged defense by slotting the sixth Expedient Reinforcement IO into Phantasm. Budget-wise, I should be able to afford everything within a few more weeks or a month, depending on how much time I get to spend in-game. Hjarki
Indomitable Will. There’s an empty slot here I presume you wanted to place LotG +recharge in. Spectral Wounds. Gladiator’s Javelin +toxic would be the obvious choice for the empty slot. Blind. The +lethal proc is significantly more expensive than +psionic from either of the Hold sets. However, YMMV. Steamy Mist. You’re using a level 30 LotG rather than a level 50 one. This happens when you overwrite an enhancement of lower level in Mid’s with a higher level one. You’re also under-slotted for Defense here - if you move some of the uniques elsewhere, you can fit ED-level Defense and Resist in the power. Freezing Rain. Because Freezing Rain can overlap itself, reducing recharge is critical. On the other hand, the proc chance for Achilles’ Heel is extremely low - it’s not really worth it. Phantom Army. The 5-set bonus for Phantom Army isn’t very worthwhile. While I know that I gave a broad recommendation of slotting Tornado with 2p Soulbound Allegiance, D/R + Build Up is better located here (PA is the harder-hitting power). Mind Over Body. 6-slotting this is a bit odd. 2p BotZ in Super Jump will net you +1.25% of the 2.5% defense you’re getting. You could also dump 2 more slots into Combat Jumping for another 2p BotZ (amongst many other options). This would drop you to a more conventional 3p for your resist toggle while giving you more kb resist and better overall movement. Another place to get Ranged Defense for cheap would be to mule 3p Explosive Strike into Gale (which you’re probably not going to use anyway, so you don’t need FF +recharge in it). Adding slots to either Superior Invisibility or Combat Jumping to boost their defense will also give you some low-hanging fruit. Medicine pool. It’s a lot easier to heal yourself via Health/Stamina procs (especially since there’s now an additional +heal proc for Stamina these days) than to use Medicine. The are a host of better options for those powers. For example, you could take Spring Attack as an Armageddon mule to replace Aid Self as a Panacea mule and have a power left over for Maneuvers. You could ditch Spectral Wounds in favor of Arcane Bolt (your personal damage isn’t all that important) and just go with Spirit Ward (Panacea) to nab Rune of Protection for status protection. You could grab Weaken Resolve (can hold Achilles Heel very effectively as well as being a tremendous power in its own right), Mighty Leap (replaces Super Jump) and Unleash Potential (which can 5-slot Panacea, 6-slot Preventive, fit LotG, etc.)
Zepp
Let's start off: Blind: Gladiator's Net proc is insanely expensive, and not that great. Decimation would help you more. Spectral Wounds: don't really need that slot there, but you could throw in Gladiator's Javelin or Devastation proc. Steamy Mist: You need to balance Defense and Resistance here. Also, go with LotG rather than Shield Wall to grab the bonus. Aid Self: You could go without the interrupt reduction here. Freezing Rain: This could use some love. Definitely need some recharge. The Achilles proc will end up giving a 10% reduction for 35s/minute. Going proc-wild with this power is popular, Ragnarok chance for Knockdown increases the number of knockdowns per minute and can be really funny. Phantom Army: I'd recommend Soulbound Allegiance D/R and D/A/R here to build your recharge up. Tough: Probably better to switch to Unbreakable Guard for the Endurance discount. Phantasm: You may want to slip a KB2KD in there and possibly a Sovereign Right to double the Resistance. Either that or Call to Arms for the Defense. Tornado: This is a good place for the Soulbound proc. However, probably drop the Call to Arms and replace both that and the Recharge with Overwhelming Force (A/D/E/R, D/E/R) to pick up some bonus global damage. Lightning Storm: You may want to find a way to slip a KB2KD in there. Indomitable Will: Probably go with LotGs in here. Mind over Body: Again, Unbreakable Guard R/E. R would give you an Endurance discount, and you may also want to think about Aegis' Status Resistance. Psionic Tornado: Again, you may want to think about KB2KD to make it more group friendly in the current meta. Group Invisibility: This power stacks with Steamy Mist and gives -Aggro, so I would move it to lvl 12, move Super Jump to lvl 8 and move SI to lvl 49. That would give it more utility. Health: Could use a Numina Health in here. Stamina: Could use a Performance Shifter Endurance Mod here. Just some thoughts. Hjarki
Freezing Rain has an unusually low proc rate, so it normally isn't worthwhile to slot any procs. Lightning Storm has a 1 mag KB, so it doesn't knock back anything that's +1 or higher. Psionic Tornado has knockup, not knockback.

Blind: Decimation's proc for the Build Up has a terrible rate, @Sir Myshkin has shown this during his pylon runs, it has a relatively abysmal proc rate and overall does not lead to a very good damage increase. Gladiator's Net is a tried and true damage proc that will sustainably add to his damage, much more so than Decimation's proc would. Freezing Rain: I do not recommend adding procs to FR, it does not proc very often or well at all because it is a rain pseudo-pet. Tornado: They changed the Soulbound proc recently. Soulbound will not work on pseudo-pets. Tornado is a pseudo-pet. Lightning Storm: You do not need a KB->KD proc in it, there are better slotting options, the LS does a magnitude 1 knockback, that will very rarely even knockback minions, only on low difficulties (-1) will this become an issue. Psionic Tornado: Does KnockUP not KnockBACK, does NOT need KB->KD at all. Health: Panacea proc over Numina 100%.
EnjoyTheJourney
The back and forth has given me a lot of think about, and also quite a few questions. Thank you all for your thoughts. Over the weekend I'll put together another build, based on the feedback received thus far.

Freezing Rain: Where did you get the information on the low Rain proc rate? I always saw patches and toggles as having a proc chance every 10s. Lightning Storm: I've had issues with Lightning Storm in the past when fighting on non-level terrain, it was a minor point, take it or leave it. PsiNado: Sorry, I read the description not the effects tab. 7 hours ago, Zeraphia said: Blind: Decimation's proc for the Build Up has a terrible rate, @Sir Myshkin has shown this during his pylon runs, it has a relatively abysmal proc rate and overall does not lead to a very good damage increase. Blind: Decimation's proc rate results in approximately a 5.5% across the board (if you use Blind every time it's up) increase as opposed to a 30% increase (that is usually far less as it is the most resisted damage type). It depends on playstyle as to which will actually lead to more damage. I have Energy Font in there myself. Freezing Rain: The Ragnarok proc is the only proc I've actually ever used in here, and it increases the KD rate enough to make it noticeable. As I stated, many people have suggested in other threads to go for procs, I generally go for Undermined Defenses or use it as a +10% Recharge Mule. Nado: I was not aware. Damn, that is fucked up. I use 4 Expedient Reinforcement there, alternatively, one could go for Overwhelming Force and Soulbound sans proc. Lightning Storm: Again, I've had issues with enemies going flying far enough to break up the group, which would piss off some blasters and may get you booted. Better safe than sorry. Psi-Nado: As stated before, I made a mistake. I read the description rather than the effects. Health: Panacea proc is already in Aid Self. Coyote
2 hours ago, Zepp said: Freezing Rain: Where did you get the information on the low Rain proc rate? I always saw patches and toggles as having a proc chance every 10s. Yes, and with a large AoE, the chance for a proc to activate is pretty small. Most procs are used in longer-recharge pwoers that recharge faster due to global recharge bonus, and pet powers can't take advantage of the global recharge bonus. Note, however, that in a way Freezing Rain can.... increasing Recharge (and global recharge) gets it out faster, so it gets more chances to proc, etc. However, the real problem with FR is that the rain patch only lasts 15 seconds, so you only get two rolls at a relatively low chance. If it were like other powers that have long debuffs because the patch itself remains for a long while, like Distortion Field, so it got more rolls with each proc, it would be a much more useful place to stick a proc. Now, all that being said... FR usually has slots to spare. And if you're using it a lot (and you pretty definitely are), and Tornado and Lightning Storm are usually wanting 8 slots or so, it might be better to stick a proc in FR to get it out there even at a lower chance, than to put it in another power that doesn't get used that much, or to make room for it in Tornado or LS.
EnjoyTheJourney
Thank you all for the feedback. It has been very helpful. Based on feedback, I revised the build I had earlier by a fair amount, with the following goals in mind: Perma phants, mez protection (indomitable will), and hasten A lot of recharge to have tornado, lightning storm, and freezing rain up often. Also helpful for blind and spectral wounds. Strong defenses (for a controller), meaning softcap ranged defense, decent resistances, good -recharge debuff resistance, and a solid self-heal available after taking a hard hit or two A decent performer even when exemp'd to fairly low levels (ie: for Posi 1, Yin, etc) Reasonably good damage Multiple options for relatively safely taking alpha The build below meets all of these goals. Notes ... - There is one edit that I just can't be bothered to completely redo everything for, which is that the empty slot in weave would be put into hasten and filled with a level 50 IO. If I'm having endurance problems when exempd then I might instead put that slot into freezing rain so I can put in an end red, as it's a pretty expensive cast and it will be cast often. - Phants, spectral terror, freezing rain, and even tornado all make for decent ways to open up a fight and take alpha, especially with capped ranged defense backed up with solid smash / lethal damage resists and a good self heal. - I just won't summon phantasm, by default, when running on teams unless I check with teammates first. It's not a major loss of DPS on a large team anyways. Plus, not having phantasm around gives me more latitude to move around invisibly and position where I'd like to be, without waking up mobs. Also, the extra global recharge and ranged defense from the set bonuses attached to IOs slotted into phantasm are lynchpins for the build goals stated earlier. - To maximize tornado it seems best to frankenslot it, rather than focus on set bonuses. - a 35% reduction in -recharge debuffs seems quite decent. - 10 points of knockback protection will hopefully be enough in most situations. Zepp
Ageless Core Epiphany is throwing off your recharge numbers. It is adjusting as if it is a 70% buff, when in actuality it averages out to a 20.833% bonus. You will not hit perma-Hasten with this build unless you are in combat. A couple ideas Putting Reactive Defenses: Scaling Resist into Weave (or another defensive power) will give you 3% base resistance +1% for every 10% missing health. That means you can get up to 12% resistance across the board for one slot, exactly when you need it most. Taking one slot from each of your resistance powers will only cost you around 3% resistance and free up three slots. Taking the movement slot out of Super Jump will barely move the bar in jump speed. For Aid Self, six-slotting with Preventive Medicine will give better set bonuses (the proc is not dependent on clicking), including an end discount and recharge. Alternatively, you could move it to three or four slots and get basically the same amount of healing. If you don't do that, you can slip Preventative Medicine into your Aid Other power. Unless they changed it, it will check for proc every 5s or when you take damage, proc chance is 10%, below 30% health it has a 100% chance of triggering (but has a 90s lockout once it triggers). That should free up some slots for you to play with, it can also give you a little more resilience. If you want to improve lower-level performance, however, I would definitely move Group Invisibility lower. It will not only increase your defense and stealth, but provide -100% threat level. This stacks with SI (which is better for soloing because of the -100% threat level that stacks with GI). Illusion Control uses aggro management as its core control mechanic. Keeping your Phantasm out helps you maintain that. I generally unsummon Phanty between spawns so I can stealth. 1 Archetype Concept Compilation -- Powerset Concept Compilations: Assault Melee -------------------------------------------------------------------------------------------------------------------------------------------------------------------- The Great Archetype Concept Battle: Final Round -------------------------------------------------------------------------------------------------------------------------------------------------------------------- Archetype Proposal Amalgamation
EnjoyTheJourney
Zepp: The following thoughts are more in the "playstyle" category, rather than min/max. Regarding group invis, I'm already happy with how my ill / storm plays while exemp'd to lower levels. I'm missing out on being able to invis a group to stealth to the end of missions, which it would be nice to be able to do. But, I'm very seldom having difficulty with getting more aggro than I can handle. I can't see anything I'd want to live without until higher levels, either, so I'll stick with taking group invis late. Also, I'm reluctant to give up on ranged defense, only to have to find it somewhere else again, by slotting "KD to KB" in phantasm. I can see why you like having phantasm as an alpha taker / distraction in groups. It makes sense. But, I find that I can reliably take alpha in +4 content (at higher levels) by using other options that are available. After alpha I'm OK with the level of aggro my ill / storm receives, at least so far. Still, this last post was particularly helpful because of the "heads up" about preventive medicine and about how incarnates are not handled well by the character planner. It helped for refining the build, leading to the (still imperfect, no doubt, but I think improved) build given here: I have two questions for those with good proc-fu and min/max skills, which is what to do with the last remaining slot and (also) whether the Numina's proc in aid self is of any value. Hopefully the following goals will all be achieved, after the last slot is in place: Perma phants, mez protection (indomitable will), and hasten while in combat (counting probable boosts from FF procs) A lot of recharge to have tornado, lightning storm, and freezing rain up often. Also helpful for blind and spectral wounds. (seems fine already, perhaps no need to focus on this) Strong defenses (for a controller), meaning softcap ranged defense, decent resistances, good -recharge debuff resistance, and a solid self-heal available (resists are lowish?) A decent performer even when exemp'd to fairly low levels (this is fine, no tweaks needed) Reasonably good damage (spectral wounds or tornado if I add an extra slot for damage?) Multiple options for relatively safely taking alpha (this is fine, no tweaks needed) My thanks to everybody for the feedback thus far, which has been interesting and educational, and thank you in advance for any more feedback that might be offered. EnjoyTheJourney
Just learned something, as I'm still new to end game. Support hybrid aura has an uptime of 2 minutes and a downtime to match. I didn't know that, and so I have been overly optimistic about reaching the ranged defense softcap. That leaves me needing to do a bit more thinking about what is achievable and what is not. Edited April 12, 2020 by EnjoyTheJourney
EnjoyTheJourney
The new build below offers 43.9% ranged defense, just a shade under 200% global recharge (with lots of opportunities for FF procs), solid smash / lethal resists, and a fair number of other good things happening within it. On the other hand, needing to give up on end redux in steamy mist to fit in all the procs / specialty IOs I'm hoping to include may make this build too end-intensive to run; thus, I may need to give up a proc to make the build workable. If I end up dropping a proc then I'd most likely drop the shield wall "3% resist all" IO currently in steamy mist and put a LOTG def / end in its place; that would take ranged defense to 44.5%, which would lead to a 10% drop in the percentage of ranged damage hits that get through and also provide some end reduction in steamy mist. Zepp's earlier suggestion about leveraging aid other turned out to be needed in the end, to make this work, as well as an earlier suggestion to consider explosive strike.
