Emp/Energy build advise

On live I had an Emp/Energy that was really tough to kill, even solo.  I have a video somewhere of him killing Herecles (from Striga) on Invincible (those were the difficulty days).

 

Alas, through multiple computer changes, I lost all of my builds and had to start from scratch.  Here is what I'm thinking.  I only have a handful of the IOs so far, everything I don't have will be attuned.

 

a few caveats:

 

this is a Repeat Offenders "Green Machine" build, meaning it needs to meet the following requirements:

Heal Aura - required, 3 heal recommended, no recharge or endredux needed
Heal Other - not required
Clear Mind - required by level 20
Fortitude - required pick at level 12, slot with 2 defense at a minimum
Recovery Aura - required pick at level 18, slot with three recharge as soon as possible
Regeneration Aura- required pick at level 26, slot with three recharge as soon as possible, slot 3 heals in as well.
Adrenalin Boost - required pick at level 32, slot with three recharge as soon as possible, strongly recommended to slot 2 heal, 1 endmod as well.
Blast Powers
Slotted Attacks are required, this is a project that is expected to kill things.
Your blast nuke is a required pick at level 38. Don't worry, no end drop will bother you.
Pool Powers
Hasten - required by level 18, 3 slotted
Assault - required by level 24
Tactics - required by level 24 (3 tohit buffs)

 

note that these build requirements were made pre-IOs, so I am able to get away with a little bit of wiggle room on some of the slotting requirements.

What this team needs is more Defenders

Harlequin Device is a translation of my (almost) GM Compliant build.

Burke and Strauss are more traditional Empaths with more healing capability, and then varying armor vs attacks, and should be close enough to be easily modified to be GM compliant.

None are Proc-Builds.  /Energy is ripe for a Proc-Build.

Incarnates are mostly place holders.

There's so much in each build that would vary by taste.

Put the acc proc in weave, it's sooner.

You might not even need the acc proc, given you slot tactics sooner in the build.

With that in mind, replace the acc proc with better slotting in tough, or with a resist unique in weave or ...

Also move the resist unique in maneuvers to Weave so it's available sooner.

The Green Machine ideology predates the type of IO builds we can build now with its rather fundamental structure of slotting. I took the most recent build and made some tweaks to it to get a few things into the build that will help it produce results better. A bit of KB>KD conversion on two of the ideal choices (Torrent and Explosive Blast), and also stuck a Force Feedback +Rech into Torrent. Spam Torrent with that proc on a spawn of 10 and you'll fire off that proc quite often, which in turn super-charges your recharge across the board. Torrent+FF will be the key in giving you perma-Hasten without further investment.

 

You may notice I shaved down a slot here and there, but those abilities remain at the same level of enhancement by just boosting what remains. Sometimes what you might do in three slots gets ED capped and wastes a slot (not always, but the margins are often thin). One particular area to point out was Adrenalin Boost, that power gives an 800% Recovery buff... there's no reason to end-mod that further especially with Recovery Aura floating around, I boosted the remaining slots to ramp up the Regen portion a bit more.

 

As Linea pointed out, you really don't need the Kismet, so stripped that and dropped in the Reactive +Res unique. I also provided a choice option between Aim and Tactics. Two slotting Aim only nets you 3/s, Torrent+FF will negate that by a wider margin. I also pulled out the Gaussian's and moved those slots to Tactics because if you're teaming with this build, Tactics impacts the entire team/league and the Gaussian Unique triggers based off how many people are being impacted within its coverage; it wont be as controlled a response, but you'll have 6 trigger attempts every minute compared to two inside Aim.

The original concept for the endmod in AB was to push the endurance recovery over 1000% enough to counter the end crash of the nuke (and resulting toggle drops etc).  Obviously with the crash removed so has the reason for retaining that element in the build.  Probably these days GM builds should be looking to meet the design goals the original requirements were set to meet rather than the specific enhancements/slotting used to meet them.

That's how I approached it, mostly.

 

I think I'd pull the one unique slot from Weave back into AB to guarantee it's recharge. Otherwise, that looks like the best build yet.

Yes, a GM build is looking primarily for recharge (something end game IO builds are extremely good at doing) and does so by ensuring AB with its +recharge is up often enough to keep perma on your buff partner (and coincidentally keeping Hasten perma as well).  One thing IO builds are good at that a GM build doesn't need (directly anyway) is defense.  That is/was supplied by Fortitude and hence the minimum enhancement requirements there.
