I would try deleting the Tequila related .xml files from the game directory next.  A configuration option or setting may be messing the app up.

Thanks. I did delete them all (the game folder) it was working fine forever. I didn't play for a while then go to launch it and the error pops. I deleted all the game folders and tried to install it fresh.  Still not working.

I checked my updates and all good. I ran SFC and DISM and no issues.

Tried disabling security (windows defender) and still no dice. What's really strange is after I attempt to run it it gets removed.

I did find this --

https://support.microsoft.com/en-us/help/2931627/error-exception-has-been-thrown-by-the-target-of-an-invocation-install

However that is not windows ten.  I did find some other causes to be a port conflict sometimes during rest API calls.

It looks like the only way to maybe find out would be a modified source code with the exception catch:

https://docs.microsoft.com/en-us/dotnet/api/system.exception.innerexception?view=netcore-3.1

I also tried running the .net framework repair tool.

I also tried removing the windows features and re downloading the dot net framework for 3.5 required by the client, and 4.8.

Still same issue persists. No other apps seem to have any problems which is odd.

So it looks like it is failing to generate the hash to compare the files for validity -- or maybe it is not getting the hash.

Tequila hasn't changed in version number in over a year.  On top of that the md5 being reported is blank.

This could be happening for a different reason.  Are you able to download the file directly from http://patch.savecoh.com/tequila20.exe yourself?  If the download fails or is blocked for some reason, you'll find out quickly.

A couple of thoughts:

1) I'm not sure it matters, but I'd put the install into something like D:\Games\COH as Win10 is VERY protective of system folders;

2) You mentioned that the files were getting removed upon trying to run them, I came across this and it was my AV even when I white-listed a folder. I forget exactly what I had to do, but I had to dive pretty deep in the AV settings and I 'think' disable the realtime scan or white list that specific file (something in that realm). I recall it taking a lot of looking into online and it wasn't CoH related, but the situation mirrors that description;

No issue downloading it .

I'm a Support engineer so i troubleshoot software everyday of my job so i am pretty efficient (Sometimes) at diagnosing issues.

The D drive is my storage array ant not my OS drive which is C. I have tried it in various other locations with the same result.

What I need to fix it is determine why it cannot generate the hash to validate downloads.  that is exactly the exception it throws and why it cannot proceed.

Do you know which module of code it is calling to generate the hash? Is it trying to use .net?

As stated in my original post i disabled windows security and it had no effect and i disabled all of it.

So for anyone who runs into this issue I figured it out.

If FIPS is enabled in windows 10 it will cause this issue.

To disable it:

HKEY_LOCAL_MACHINE\System\CurrentControlSet\Control\Lsa\FipsAlgorithmPolicy\

And set the value to 0 and restart the client.

Many programs such as VPN or others will require this to be set, and or set it on install. It is a windows encryption policy.
