I see the beginnings of Autumn in Atlas Park with leaves on trees changing colors, and eventually winter will get here and Atlas Park will be covered in snow and holiday cheer... while every other zone pretty much looks the same other than stray Christmas presents dropped all over the city.  Do the war walls allow for controlling the weather throughout the city but they let the snow in Atlas Park to create a festive environment?

 

I'm not asking for full zone revamps or anything, but it would be nice if during the winter even we could see flurries in other zones with some changes, such as grassy areas covered in snow and more icy areas.  It just seems so jarring that AP is in a state of constant snow and the rest of the city will be sunny and clear.

I don't disagree with you, but it is an awful lot of work. Though it's easily safe to say in-universe the War Walls would mess with Paragon's ecology pretty severely. They're massive, perpetual lightsources, block out a majority of wind coming off the ocean or anywhere else, and probably trap smog inside the city.

Maybe we should trade in our sunny blue skies for cloudy grey.

The snow flurries around you are less work than you might think; like the 'instant snowstorm' temp power, they're client-side on the player, not a zone change, so that would be a simple matter of making all the city zones apply the snowstorm effect when you zone in. The code is there to special-case it for AP; it should be easy to extend it to the other city zones.

 

There were also effects in other zones -- the ponds, like the one east of the hospital in Steel Canyon, froze over for part of the event back on Live -- but doing a full AP conversion on the other zones would be a lot of work. Things like having ice around the edges of water but not fully frozen over (IP still needs to get shipping in and out) would be a pain.

I wouldn't worry too much about frozen water everywhere.  I'd be happy seeing the flurries and the grass textures replaced with snow textures... enough to say the city is getting dusted, but is being maintained enough with salted roads and sidewalks that it's not a hindrance, just a change of scenery.
