First time posting a build (like ever).

It's different ideas from different sources: Brutes, Tanks, & Scrappers. I like it. But I don't, and can't quite put my finger on it. Suggestions?

Please post the data chunk, the links aren't working.

 

Just eyeballing things, you may want to swap Spring Attack for Touch of Fear.  It'll do ~7x the damage.  (60 damage every 120 seconds vs. 35 every 8 seconds.)  Superior Conditioning looks overslotted, could use some of them to add Panacea, Miracle, and Performance Shifter to Fitness.

Currently my build has Touch of Fear (with Glimpse of the Abyss?) not at my computer ATM.

 

And I agree Superior Condition is overslotted. In game I'm running it with just the Power Transfer proc. And 5 Synapse Shock in Stamina. 6 Efficacy Adaptor in Dark Consumption. As long as I have a target Endurance is like overkill.

And currently my Siphon Life is a mix of 3 Theft of Essence, 2 Numina's Conval, 1 Acc.

Some quick 'I'm on lunch' thoughts.   While I like the idea of Power Transfer +heal in general for SR the presence of Siphon Life should make it very optional.  Indeed any sort of additional heal should be redundant 99% of the time.  That said slot for damage first any heal second in Siphon Life.  I'd lean towards 3 or 4 slots to damage enhancement, 2 or 3 to heal.

     This is going to be one those times I'm really going to miss having a functional computer and internet beyond this phone.  Given you've got Superior Conditioning, Physical Perfection and Stamina you should be swimming in endurance.  See what it looks like of you swap those Power Transfer +heal for Performance Shifter +end.  Get one in each of those three powers and that's roughly like adding 0.6 end/sec to your endurance recovery rate.

     It looks like you're building to reach the Incarnate defense cap, yes?  (Hard for me to tell because of the dead computer).

     In Midnight Grasp I'd lean towards 5 of a damage set and then think on adding a Gravitational Anchor Immobilize ... AVs have no special (i.e. PToD) protection against Immobilize.  Still going to be hard to keep one locked in place if solo if you're talking a +4 endgame AV but you can probably keep them in place more than running if they're one that likes to become a track star.  And certainly long enough to make lining up the next attack or two much easier to hit both the AV and any friends he has.

     In general when I am putting an SR build together I'm looking for the following:

  • the soft cap with defenses no more than about 47% to the positions.  Perhaps up to 48% on a Brute who wants to fill the role of Tank or off Tank.  More will typically be wasted.
  • DDR or Defense Debuff Resistance at 95%.  Cascade defense failure shouldn't enter the picture.  DDR is why I don't build more defense above ~47%.
  • I tend to build for max mitigation not recharge aka durability vs offense.  This would be very true if building for the role of tank/off tank.  Or after the above goals are met I'm looking more at +max health and +regen than recharge.  I would say though I'd be a little more interested in overall recharge owing to Siphon Life and longer recharge powers like Soul Drain.  Been a while since I read about preferred DM attack chains or ran my own DM/SR on Live though.  And those would've been pre changes to SM in particular.
  • I want to ED cap and run Tough 24-7 plus have both +resist specials (+5% and the scaling resist IOs) somewhere in the build.
  • Overall I look at my net recovery for judging my endurance sustainability.  I want 2.5 end/sec or greater.  With that threshold plus 3 PS +end and Dark Consumption you should be able to attack non-stop for essentially forever.

Maybe take two of the slots from Superior Conditioning and put them into Focused Accuracy, and shift the Adjusted Targeting set to Gaussian's? The set has some pretty good bonuses throughout, and has 2.5% Def to M/R/AoE at 6-slots. Maybe it frees up some other slotting options or gets you some Debuff padding?

 

It will take some savings, but I like Siphon Life with 3 Nucleolus (Acc/Dam) and 3 Golgi (Heal/End Redux), but you'd need to find a power for the Brute's Fury set you have there.

I don't export enough, so I had to figure out some Mids stuff, but maybe you can work from this as a template based on your posted build:

 

It has Touch of Fear and Cross Punch for Melee AoE instead of Spring Attack, but should see far more use.

Still has Super Jump at 14.

Runs minimum 46% Defense to M/R/AoE without any set bonuses that might come from slotted attacks.  I will echo Doomguide's suggestion to run 47-48%, but that should be fairly easy to get.

A bit end-hungry, but can either be filled by Incarnate powers or Dark Consumption (with this slotting, 2 enemies will refill the bar every 70 seconds, at worst). Also has the Performance Shifter proc in Stamina and Physical Perfection.

 

A ranged option for runners is lacking, but that was lacking before, so leaving that out doesn't feel like a big issue. Could swap in Laser Beam Eyes for Cross Punch if you wanted something, though.

I have been tinkering with this combo. I'm not 100% happy with it but mostly due to exemplaring. It's why I removed Flying which is usually my favorite travel power as I could only fit EvM by level 35-38.

 

As it is I have Super Speed at 32 and intend to go around with Athletic Run + Sprint until then. Unsatisfying. This is because I want to fit Maneuvers as soon as possible to achieve about 40% as low as level 20. Swapping Maneuvers' for the travel power lets it be picked earlier and not rely on Athletic Run + Sprint until 32. TBH Athletic Sprint + Sprint + Quickness should be enough to travel around without SS, but there isn't much to take in terms of powers. Taking Fly instead of SS is also a thing though without EvM it will not reaching the speeds it could. I did keep Hover because I like it for combat positioning (no need to jump to aim Shadow Maul down as a ghetto PbAoE and body blocking isn't a thing) but for those who do not like it then take Combat Jumping instead.

 

Because of wanting to fit everything in early Dark Consumption gets pushed back to 30. This lets it be available for when it's -really- needed, AKA Yin's TF. Until then even Synapse ought to be fine since mobs need to hit to debuff and it's SR we're talking about.

 

I usually place damage procs on all attacks, but chose not to with Shadow Punch and Smite because their fast recharge and animation gives them a miserable 14-24% chance to go off. Due to personal preferences I also took Shadow Punch instead of Midnight Grasp despite MG being superior, but, I prefer to do pew pews fast attacks and without Shadow Punch low level/exemplaring will have gaps (which -could- be filled with Touch of Fear mind, so replacing SP for MG is a possibility).

 

The build ends perhaps overcharged with endurance recovery since it has 4.22 EPS (more even since it has three Performance Shifter procs that are not accounted for in the 4.22) on top of Dark Consumption. This also on top of the 33% endurance reduction from keeping full stacks of the ATO in Shadow Punch.

395% regen (with ATO stacks, 275% without) doesn't do a looot, perhaps 32-ish HP a second, but frankenslotted Siphon Life is a bit beefier at 272 HP every 4 seconds which translates to about 13.5% of a full bar. Nothing to write home about but it helps healing the 5% hits that come through...

 

...in turn mitigated by a decent 53% resistance to S/L and 27% to E/N. It wont' save from auto-hits but those resistances will be beefed by SR's autos (at about 40% HP the resistances go up by 30% and keep on increasing).

 

Single target rotation is a very simple Siphon Life, Shadow Punch, Smite, Shadow Punch.

 

For AoE Touch of Fear, Shadow Maul, Siphon Life can be repeated through eternity. Or Touch of Fear, Shadow Maul, Touch of Fear, Siphon Life.

I really recommend fitting Touch of Fear into your build. With recent changes it is now an AOE attack that throws out a -10% to hit debuff, hits up to 10 targets. Recharge is incredibly quick. Over the long haul I suspect it will do as much damage as Spring Attack.

 

If you're planning on leveling this character the old fashioned way, instead of just power leveling to 50, the to hit debuff will mesh well with SR.

...in turn mitigated by a decent 53% resistance to S/L and 27% to E/N. It wont' save from auto-hits but those resistances will be beefed by SR's autos (at about 40% HP the resistances go up by 30% and keep on increasing). 

      32 hp/sec says to me good luck ever killing me (unless I, the player, really mess up) especially after you add in Siphon Life and are backed by resistance. 

      Unless Brutes are different,  which afaik they aren't, your scaling resistances start at 60% health scaling up from 0% buff to cap at +60% when you've got a sliver of a sliver left.
