SableShrike
New main I'm working on, and it's turned out pretty well. While Electrical Blast is a bit maligned, this setup leans heavily into Manipulation's melee powers. As such, you can kick out impressive singletarget that makes Bosses and EBs positively melt. The key singletarget attacks are Zapp, Charged Brawl, Havoc Punch, and Thunder Strike. With only those four, you have a pretty seamless chain of savage beatdown. And you get them all by level 16, meaning this exemplars very well for every TF. On teams you can combo Power Sink then Short Circuit to drain entire groups for ten seconds, then leisurely go about deleting hard targets. Couple that with the great sustain from Dynamo, Tough, Weave, and Charged Armor, and you can pretty much live in melee. You are still a Blaster, though. There will be a few debt moments. The multiple Warrior Boss ambush in Mercedes Sheldon's last arc springs to mind. Still, they only dropped me once and I soloed the entire arc at level 25. I built mainly for +recharge (+200% global without Hasten), with a secondary being some Resist and Defense bonuses. Even managed to fit in Impervious Skin and Aegis to give more Status Resistance and Regen. The purpled build will be pricey as heck to get built on Live, but in the alternate slotting (in Mids go to Slots/Enhancements > Slots > Flip To Alternate) I have included a much more budget friendly setup you can start slotting with most IOs at level 22+. I'd use Attuned bought off the Market for all the non-Unique set IOs; it'll exemplar a lot better. The cheapo build is what I'm actually using right now while leveling. P.S. Never buy Attuned Purple or PvP IOs. They always give set bonuses regardless of level, so they’re far better to buy as level 50s and then Boost to +5s. Boosting the procs and Uniques isn’t needed, of course. This Hero build was built using Mids Reborn 3.0.5.9https://github.com/Reborn-Team/MidsReborn Click this DataLink to open the build! I was thinking the same thing. Also 200 +Recharge without hasten might be overkill. One could probably curtail a bit of that in lieu of additional ranged defense. Still overall it's a very solid build.

Nemu
There are some missed opportunities for more control and some FF +recharge procs. Elec Manip is strong in melee if you can cycle thunderstrike and force of thunder, both with KD procs, to keep mobs knocked down. Both can also slot the FF +recharge proc and I highly recommend it. Force of thunder can be your opener and buys you time to cast short circuit. I would also pick up shocking grasp for a quick 1-2 hold on a boss with shocking bolt. Both are also very proc friendly if you want to squeeze in some extra damage. The two powers I would drop for those suggestions are voltaic sentinel and havoc punch. I just opened your build and noticed that you don't have ball lightning and you don't have lightning bolt slotted. It's not something I would do. Sometimes you don't have the luxury of duking it out in melee range (Apex Battle maiden fight and envoy of shadows' autohit aura comes to mind) and I feel a balance of range + melee options is always preferable. Lightning bolt can also be used when you are mezzed and is worth slotting. I would have done something like this following your build guidlines, I'm not a fan of hover for melee blasting, you need to invest another power to make it decent and I don't think that investment is worth it when you can just grab combat jumping and be done with it. I get evasive man is an LOTG mule but I wouldn't drop attacks for it, not matter how tempting that recharge bonus looks on paper. I would have preferred building towards range def softcap and at least 65% or higher slow resist but this build will work fine with all the mitigation you are packing. At the end of the day the below build has 12% less global recharge but has a more well rounded attack options + 50% slow resist + 35% range defense. I think the trade off for that missing 12% global recharge is well worth it. Meknomancer
I've been playing /elec blasters a long time on live and here on HC and i always used to take ice/mace epic/patrons for s/l/ranged defences and tons of recharge but i'm finding it a lot more survivable if you go for 45% ranged and 75% s/l resist. Playing in melee a lot even if your jousting in and out with combat jump you can find yourself massively debuffed very quickly. I die a lot less with a resist shield which makes playing it more enjoyable even if it means dumping all the recharge i had with a def shield. With /elec you can squeeze in the 2 ff+rech pieces in thunder strike and handclap and that seems like just about enough. I still take hasten but with all the ranged def bonuses and s/l res bonuses from sets there's almost nowhere to fit recharge bonuses so the nuke/end drain tools aren't up anywhere near as fast but being alive is higher dps than being dead. And if you've been playing for ages and are getting on in years you may not be as fast on the keyboard as you were 😛
