Who's the "old woman on the hill" in Cimerora?

So an NPC a Cimeroran says this to their friend, "Have you spoken to the old woman on the hill? She is a strange one, but I think she knows more than we credit her with."

 

I have found no old women on any hills there.  There's the one who looks like Ghost Widow not far outside the entrance cave, but she's down by the water, not on a hill.

 

There are the Sybils up in the oracle area, but they're all young, or at least look it.

 

That's it.  Where is this old woman on a hill?

If you go through Senator Decimus Aquila's intro to Cimerora mission, you will have an opportunity to meet the old woman on the hill.

 

She's just a local citizen with some wisdom to share.

There ought to be a gingerbread house in Croatoa (or an existing one turns into such ->), during the Halloween event there's a special encounter when you knock on the door.

I'm always disappointed that the old woman has never told me her name is "Dennis" and that Cimerora is an anarcho-syndicalist commune.
