Shields: Why take Grant Cover instead of Maneuvers?

I've been wondering this for a little while now, but I keep forgetting to ask.

If you have the extra pool power space, why would you take Grant Cover instead of just taking Maneuvers?  Grant Cover doesn't help your character, just your teammates, while Maneuvers helps everyone.  I could understand maybe taking Grant Cover on a tank who already has a lot of defense, or maybe taking both, but if you could only take one why Grant Cover?

You don't take Grant Cover for it's defensive value - you take it because it is an important element in your Defense Debuff resistance. It also provides modest Recharge Debuff resistance as well, which is quite useful.

 

You can certainly take Maneuvers on top of that, but I wouldn't forego Grant Cover on any Shield character. The DDR especially is very important.

Grant Cover

You are able to use your shield to defend nearby allies. Any teammates who remain nearby gain a bonus to their defense. (NOTE: The defense bonus from this power is only applied to nearby team mates, but not yourself.) Additionally, while this power is active, the user and his team mates will gain some resistance to defense and recharge rate debuffs.
