Ice Blaster, where to slot Blaster's Wrath: Recharge/Chance for Fire Damage?

Recommended Posts

I have the full set in Bitter Ice Blast. Any longish recharge power is a good bet, but recommend that you 6-slot the set - the 5 and 6 slot bonuses are quite good.

Uunderdog - Rad/Rad Scrapper | Uundertaker - Rad/Dark Corruptor | Uun - MA/Inv Scrapper | Uunison - Gravity/Storm Controller | Uuncola - Ice/Temp Blaster | Uundergrowth - Plant/Martial Dominator | Uunstable - SR/Staff Tank

Uunreal - Fire/Time Corruptor | Uunrest - Dark/TA Blaster | Uunseen - Illusion/Poison Controller | Uuncool - Cold/Beam Defender | Uunderground - Earth/Earth Dominator | Uunknown - Mind/Psi Dominator | Uunplugged - Stone/Elec Brute

Uunfair - Archery/TA Corruptor | Uunsung - DP/Ninja Blaster | Uunflammable - Fire/Nature Controller | Uunflappable - War Mace/Willpower Brute | Uundead - Dark/Dark Tank | Uunfit - Water/Martial Blaster  | Uunwrapped - Dark/Dark Dominator

Uunchill - Ice/Kinetics Corruptor | Uunpleasant - Energy/Energy Stalker | Uunbrella - Rad/Rad Sentinel | Uunsafari - Beasts/Traps MM | Uungnome - Nature/Seismic Defender | Uunsavory - Poson/Sonic Defender

Uunicycle - Broad Sword/Shield Scrapper | Uuntouchable - Illusion/Time Controller | Uunferno - Fire/Fire Tank | Uunthinkable - Psi/SR Scrapper | Uuncivil - Thugs/Elec MM

I do have the entire set in Blizzard.  It's a good set and worth slotting as Uun states above.

But the proc itself, as with most procs, it's best in the longer recharging powers as it will have a better chance to proc.  Putting it in a rain power like Blizzard (or Ice Storm) it does not have a chance to proc on every tick (that'd be too OP) - instead it has a chance to proc per mob on initial casting (so you'll get some but not all), and then every 10 secs , it will have another chance to proc.  So Blizzard lasts 15 secs which means it will proc twice - once upon casting and a 2nd time @ 10 secs in (5 secs before the power is over).  So putting it in Blizzard can be a good thing - It makes them die faster to your DoT.

The Superior version of the proc has PPM = 5.  You can put it in a power with slotted recharge of 9.6 seconds* and still have max probability of firing.  Without consideration for the whole set (which does take priority) I'd put in an attack in your regular chain.  The formula for pseudopets (like the rains) make them suboptimal for procs.

*Not accounting for activation time

Agreed with @Hedgefund, it is a shame to put it in a power that wastes its high proc potential. A nuke is definitely not ideal.

If I'm going ranged defense, I want to keep the set together of course. I like putting it in a tier three hard hitting blast or an efficient melee attack. Something that will make good use of the proc, but for which I ideally want to pump local recharge anyhow.

Here is my Ice/Ice/Cold build.  Since I chased Ranged Defense this shaped where I could put things.  Wrath went into Blizzard
