Kuhr'Rekt missions not appearing in Ouro

I leveled goldside and then went redside at fifty. I wanted to go back and do Kuhr'Rekt Diplomacy via Ouro, but it is not showing up on the mission lists.

I noticed lately that Ambassador Kuhr'Rekt sometimes does not introduce himself when training to level 40 as a Rogue, but will also introduce himself after level 50 seemingly at random.  His badge unlock requirement was supposed to be removed a couple of years ago, but I wonder if it was fully.

Confirmed.  Ambassador Kuhr'Rekt is still locked behind the Native badge, despite that requirement being removed a couple of years ago.  I don't know if it the requirement was accidentally re-added at some point, or if it was just never removed despite being in the patch notes.  That means native gold siders cannot do any of Ambassador Kuhr'Rekt's missions after going red side, as they cannot obtain the Native badge.
