Is history even applicable when the group exists outside of time and can move through it at will?

But more to the point, will we ever get more info about origins of the time travel organization, such as how any of the prominent members were recruited, how they established their HQ, who their enemies are, etc? Or will they forever be a mysterious organization that exists to provide convenient access to the past for heroes and villains alike?

I just feel like that "Entrusted with the Secret" badge is all a sham. They aren't trusting us with their secrets at all.

The short answer is "No"

Ouroboros was created to meet a player need - a way to complete missons and arcs that were skipped by the normal travel of the game. It's important to bear in mind that at that time, origin arcs were an actual thing so many mission lines were excluded simply because you did not fit.

Ouro addresses that need and in large part it works very well - it means that content is available to every single character and nothing that doesn't require a team is doable. BUT it had to be squeezed and bashed and warped to fit within the existing lore and some of it is a bit... lumpy.

Even if you are able to overcome those above issues you must ask yourself one important question: Who will take up the Ouroboran historical mantle when there are so many more pressing content issues to be resolved.

Er go, the long answer remains "No"

Good question though.

There's a fine line between a numerator and a denominator but only a fraction of people understand that.

Which is sort of fitting in a game that takes place in a comic book universe.

Absolutely. I'm not complaining at all.

As a solution to a player problem, it works very very well.

I'm happy with the solution to the player problem, but that doesn't mean more exploration of the group can't be done. Actually, even without additional lore I would love to see the occasional Mender show up in regular mission arcs the way Void Seekers do when there's a kheldian on a team. Why are they there? What are they doing? Does it really matter? Just a slim random chance of a time traveler mucking about (or fixing stuff that was already mucked up) with no explanation given. If they're going to be a mysterious group that works with both sides, then I don't see why they couldn't show up on either side.

Ouroboros is an abomination, woe to whom uses its processes, you are only enabling the "Menders" in their dark schemes. Silos himself is but a useful tool, though he may know too much already.

I'm not certain "exists outside of time" is a good explanation if they're still tethered to a limited scale of time in which each can move.

And yet, the first mission of Mender Ramiel at the end shows "you" to be in a level of control over them.

Love this idea! You're in a fight and a Mender comes out of nowheren heals/buffs you and/or takes a few enemies out, salutes and vanishes. Adds a ton of mystique to the group.

This would be awesome!

Well, "His Story" is alway the story as told by the victor or told to enhance their prestige or hubris in general .. of course, assuming that the victor is male.

So  whoever "wins" in the time-manipulation game is writing their own "story" which in the time-manipulation business becomes "history" (or "herstory" for that matter)

By now that data is lost in time ... and the manipulation there of.

If we look at google, its AI says

"The history of the Time Lords in Doctor Who is full of contradictions and supposition. Here are some details about the creation of the Time Lords:

The Timeless Children

In the 2020 episode "The Timeless Children", it's revealed that the Time Lords were originally part of the Shobogan race. They were genetically altered with the DNA of "The Timeless Child", who later became the Doctor.

Omega

The scientist Omega created an energy source to power time travel experiments by manipulating a nearby star with the Hand of Omega. The star exploded into a supernova and then collapsed into a black hole, but Omega survived in an anti-matter universe. Omega created the Eye of Harmony, which gave the Time Lords the ability to travel through time."

It goes on, but the other entries don't deal with their ability to manipulate time.

Oh, sorry, did I imply that the Menders of Ouroboros are (or based on) Time Lords?

... I guess that is another story ... or you can just get the badge - https://homecoming.wiki/wiki/Time_Lord_Badge and make it part of your character's story

Through timey-wimey means.

how they established their HQ

Yes. At some point in multiple timelines they did because they felt it was necessary.

Dependant upon which time line it was created for different reasons and the labor was supplied by different and/or multiple races of beings sometimes by beings of this dimension and sometimes by beings of other dimensions or even separate timelines that cross at nexus points.

who their enemies are

Ever hear of The Master?

Is it always other time manipulators/travellers or those that have found out that time manipulators/time travellers have been manipulating their timestream either accidentally or intentionally.

Only time will tell.

The Secret is that there are those manipulating time.

Schrödinger's Cat is a famous thought experiment that demonstrates the idea in quantum physics that tiny particles can be in two states at once until they're observed. It asks you to imagine a cat in a box with a mechanism that might kill it. Until you look inside, the cat is both alive and dead at the same time.

It both is a "sham" and isn't a "sham" at the same time.

Of course, when you go on an Ouroboros mission, are you helping to "mend" the time stream or are you "manipulating"/changing the time stream just because you can?

Isn't the secret that you have the power to manipulate your own character's timestream through the use of Ouroboros missions?

I mean I think it used to direct you to a Mender for missions the first time you gained access, but, at this point, with all the time stream manipulation, characters can get there super easy. People are constantly ripping a hole in the time stream to cart people off to the Ouroboros right next to Ms Liberty just after their timeline has been created within Paragon City. So, yeah, I guess the "secret" isn't much of a "secret" any more. Just anyone can barge in there whenever they want at this point.

A random Mender ganking you would be pretty irritating, but on point to that.

Well, true, but its all about guiding the time.  The Menders may hate your guts, but they may need you to get time to play out the way they want.

Or they may like you a real lot but need you to lose a fight to get time to play out the way they think it needs to go.

The best part of Ouroboros is that the game provides some broad sketches that the player can then adapt to their own character’s story. It’s like Origins in that way. Perfect for comics books with retcons and crossovers.

My favorite part of Ouroboros is how casually we use it. Finish in mission in Kings Row and then have to go Atlas Park? Do you take the tram or open a portal to outside space and time? Yeah, don’t deny you’ve done the latter.

The American Dream, Willpower/Kinetic Melee Tanker, Everlasting.

Neither. I use the long range teleporter to go straight there without running to the train or having to zone load twice.
