Fire secondary is always more fire.  So while yes it does more "damage".  You may lack a secondary you would like to have.  If this just going live in a fire farm all day.  It's fine.  Fire & Cold are also two least resisted damage types by mobs on average in CoH.  There was several folks who did data collecting on this on live and on HC.

 

List for least to most resisted goes as

 

Fire, Cold, Negative, Psionic, Energy, Toxic, Smashing, Lethal.

 

Mind you specific mobs may have higher reists/defenses to those thing.  But on average that's what order is.

I actually play this combo. I personally think Shield looks awesome, but anyone else needs to keep in mind you don't have a weapon most of the time. I like the look. Just something to note. And Fire Melee is bonkers by itself.

I THINK if you hit one of the sword powers, it’ll “ignite” the sword and you can run around with a shield and greater fire sword… which is pretty cool.

 

I WISH Scrappers got Combustion like Tanker’s do. Shield Charge + Fire Sword Circle + Combustion probably wipes mobs pretty well.

I had a FM/BIO and got him up to about 24 before I scrapped him. 

(Ha Ha, I scrapped a Scrapper.)

He was tons of fun. I had just watched a Ben 10 marathon with my kids, and I realized I could make Swampfire in CoX...

Ok, I'm rerolling.

I want to try fire//stone.  I assume brimstone armor would Add even more fire dots to the attacks.  
 

might try claws/stone cause claws setting stuff on fire seems neat. Already have two claws scraps though.

The issue I have is the Tanker version exist. That build doesn't retire Brutes. It can retire Scrappers.

Gotcha, you feel that Shield/Fiery on a Tanker just flat out outperforms the Scrapper version? I could see that with it’s natural damage and the addition of Combustion.

I haven't done the Scrapper version. I'm just saying going from Point A to Point B can be faster on that build than various Scrappers. Now add in a Tanker being far safer.

I don't think that there's anything magic about Fire/Shield in terms of Tankers vs Scrappers.  I mean, is there an argument that tankers outperform all other melee?  Sure.  But Scrappers, more so than Brutes or Stalkers, do have their own merits (they can achieve much higher DPS than the other three ATs), and while yes you can always argue that the greater durability of Tankers plus their AoE bonuses outweigh that, at least it's an argument (while with Brutes in particular you are in the situation of Tankers not being that much lower DPS).

Honestly, because tankers are so OP now, I don't see the point of Brutes. They only do a little more DPS then tankers with a VERY noticeable hit in the survivability. That's just my opinion. Like you said, what people value more. I prefer the noticeable damage difference of Scrappers. Some prefer not being able to die that goes with a Tanker. Brutes get neither.

Fire/Radiation, Fire/Bio, Fire/Fire, Fire/Shield are all optimal pairings and fair very well. All of the aforementioned pairings do pretty well in plugging up the lack of AoE Fire Melee has. /Radiation is incredible with procced Radiation Therapy and Ground Zero. If you can squeeze in Fireball from the Fire Epic and Melt Armor, you can do really respectable AoE -resistance debuffs, too.

This was a great combo on the Stalker I built. Brimstone's proc dmg can benefit from critical hits, which is pretty good with AS. Also, losing Mud Pots for Hide is a net gain for the set, imo.
