I think there is a case to be made that the team behind Pyro Control was trying to be a little too clever with the set, particularly as manifested in Brilliant Barrage... but there are potentially bigger issues from my PoV:

The -25% ToHit (self) on Catherine Wheel... not sure why?

Glittering Column looks like someone thought the set needed a power that was a slightly better version of Energy Font.

I think that may be the case but ended up just royally messing up the power. To which case even as is it still should be on a 60s recharge since it's only half stun.

Regarding wheel I think it may be a help text messup. I'll have to test it's accuracy in combat attributes but it doesn't feel like it has -25% to hit, when you go to enhance its accuracy it actually says it has 1.2x base. But for lower levels they might somehow cancel put especially if running tactics but for end game yeah if that -25% is there then it really shouldn't be.

Regarding glittering column, the power is fine, I like it, but they do need to fix buffs carrying over to it properly.

Negative mez protection as well.  Are its attacks plus the knockup too powerful that it needed self-nerfing?

It's a Containment time bomb with range, I've had good results using it that way. The trick is hitting enough targets with, say, Sparkling Chain to get that Containment.

FYI can confirm that the pet doesn't have that debuff on it, not sure why it lists that anywhere. I do remember seeing it somewhere though.image.png.ea672ba25964cf0fe8b9868971bb3242.png

While we're on the set as well, why does explosive bouquet have the same exact animation as hand clap, which takes 1.23s to cast, yet it takes 2.93s, can this get corrected as well.

Bumping and necroing is frowned upon, but it's best left to the GMs.  If you have a problem with a post, report it.

FWIW I'd usually rather see a thread Necro'd (and this isn't even really that old... Late July, lol, at least it was this year) than a whole new thread started to retread the same topic/content.

Not aure why, either. But it's not unique to Catherine Wheel. A few other Control set pets have this attribute. But not all.

Not sure what the logic is, but were I to tap both Occam's and Hanlon's razors, I would hazard a guess that Catherine Wheel (and Reverberant as well) were crafted from a copy and paste of Singularity code and that little bit wasn't scrubbed out.

During testing and later live I found this had the best application as an opener, both taking attention away from you and causing the mob to gather so you can lasso a neat little bundle to the floor and start cranking out the containment damage. My belief is that this was the intention: provide a method other than Fold Space to get everything bundled up before the beatdown.

Subsequent applications mid fight or in a steamrolling team are less useful and more like what you mentioned.

It's ToHit Strength (self) which is I believe for if in the event it would receive a buildup power it would function at -25% efficiency? So it's not actively detrimental, it's just... a useless add on.

I use it for this purpose with my Pyro/Marine controller, particularly in Ephram Sha's repeatable missions in DA, to grab a spawn's attention just before she jumps out tto slap down an AoE control instead of having to eat the spawn's alpha.
