You craft a recipe on a work bench.  Many of them are found inside the Universities.  But they can be placed in an sg base, purchased from the START vendor, dropped by other players, found in the RWZ and other places.

I have some enhancements that I cannot sell to the hospital nurse.

 

Where can I offload these?

If you can't sell to a normal vendor,  they are likely Invention Origin enhancement (IOs) or Hamidon/Sync.

 

The only place to sell those is the auction house, which can be accessed in any non-instanced zone by typing /ah

 

That is used to sell between players.

It's also possible they are the prestige enhancements, which afaik can only be discarded or replaced...
