The best possible solution?  Have a Pocket D close that is exclusively Redside.  Not the "D", some random Supervillain map.  Have it loaded with Portals to every Red zone, an Ouro portal, every ATM, AH, tailor, every danged service you could offer.  Maybe even contact clones for SFs.  A Redside villain Bazaar.  Accessible from every Base portals.  THen the villains would at least have a AP equivalent.

That sounds a lot like "The Crucible" (Fort Trident is hero equivalent), it just needs more connections to access it. (Perhaps enlarge it to make it a staging area for SFs, Trials, & Raids)

    https://hcwiki.cityofheroes.dev/wiki/The_Crucible

Turn both Fort Trident & The Crucible into major transportation hubs with connections to the Tunnel System, submarine (in Fort Trident only), Black Helicopter (in The Crucible only, slap a retractable roof hatch on the cave ceiling so people don't keep asking how the helicopter gets out of there) & Base portal access for both locations.

Add crafting tables, Ouroboros Crystal & all the services you listed in your post.

And open up both locations for Vigilantes & Rogues.

@Shadowsleuth Are you asking about the +3% defense uniques?  Those don't give direct protection from Terrorize but as long as the defense applies to the attack causing the mez they would offer a chance to avoid the attack and therefore avoid the mez.  In that sense Luck inspirations would also help avoid becoming hit by Terrorizing attacks.

And if you use Amplifiers the Defense Amplifier offers Terrorize Protection.

    Thanks for the info.

  3. This can also be used as an area to test out new powers (ala Champions Online's Powerhouse or Marvel Heroes Shield Training Room) versus single target dummies, multiple dummies for crowd control powers. (with both stationary targets as well as moving targets, & both minion, LT, Boss, Elite Boss/AV Test Dummies) before leveling up. (Have it only offer power choices based on your Primary/Secondary)

Marvel Heroes would give your TTK (Time to kill) from the moment you fired your first shot till defeat of the target.

Another useful feature was being able to test your defense or resistance to different damage types by having special rooms that would zap you with different damage types.

  4. It would be cool to have upcoming server events, holiday events, costume contests, fun story arcs & TFs/SFs, & Dev sponsored AE arcs done up as cool & clever billboard ads.

Perhaps it can also be used to remind players to try content in some of the underused zones.

I do think having a curated selection of alternate looks per Primary tree is in many ways easier to control.

I like the list of alternates @daveyfiacre & @gameboy1234 came up with using enemies that already exist in-game:

  6. Possible alternate choices for Granite Armor to add in the future:

Devouring Earth crystalline models (Geode, Quartz, Sardonyx, Guardian)
Minions of Igneous (Pumicites, Magmite Lords)
Slag Golems (Slag Heap, Slag Pile, Slag Golem)
    Coralax (Coral Warder, Coral Sentinel)

We -do- have some sports teams, they're just not in Paragon City.

    It keeps Ernie Lardner busy.

My idea to give them their own niche: make them a "preparation based" ambusher. I.E: give them controller secondaries, allow them to use them without breaking stealth (or maybe using one starts a 10 second timer before stealth breaks), and give them damage buffs that stack tremendously when doing so. I like the idea of them hanging around the sidelines, wearing down enemies as if they were sitting ducks, before going in for the kill: it's something that would set them apart from blasters, controllers, stalkers, and scrappers alike.

A stealth sniper with some control powers just like the PPD Ghosts.

    Likewise, Carnival of Shadows,

Carnival Core gets you a Dark Ring Mistress & a Strongman; Carnival Radial gets you a Dark Ring Mistress & a Seneschal.

(I wish Master Illusionist was another available option)

I would say the best way to fix it is to fix the speed. Kinetic support is all about buffing your team by taking from the enemy, KM should follow that as well. For example, an attack could have a chance to grant +rech and proc -rech on your opponent, this would not only be a buff to the set, but would give KM some more identity as well. Maybe a +/- defense attack could be great as well, or +/- movement speed.

I like it; a chance to proc Siphon speed (Foe -SPD, Self +Recharge, +SPD) like the Tsoo Ink Men power.

  11. Then the best we could hope for would be to try to recreate the missions and the maps based on info from the wiki & what we remember about the mission.

The Hero mission used a custom version snow covered map of the helipad in mercy (Near where "The Next Big Thing Badge" is. (Small Map)
Once you defeated the enemies outside, you then clicked on a door that took you into an Arachnos indoor map where you had to find & recover the presents.

The Villain mission used a custom version snow covered map of Atlas Park, I remember running around under the globe & by where Ms. Liberty stands, defeating enemies.

You went inside City Hall afterwards to steal the presents.
