Yeah, I'd suspect the first step would be "fix whatever system from the pits of hell is used in text entry currently" with its behind-the-scenes almost-HTML, surprise vanishing (but still taking text, since it sticks it in when you click elsewhere!) cursors and the like. Then work on tweaks like window size and scrolling - though those are also needed.
I've heard the CoH code is comparable to a Pool of Sewage with a bucket of Clean Water thrown in.

Outleveling has nothing to do with the bug I've described. For these contacts, even if you complete every single mission they offer, you will not reach the max CXP.
Oh, I get that. It doesn't matter. You can still hit every contact in Ouroboros. If you don't get enough CXP to talk to the next contact just hit them up in Ouroboros.

By the time Bricks was released the Devs where just focused on everything that a person would interact with. They totally dropped trying to make the zones looks larger on the other side of the War Walls.
Not sure if it has been cleaned up yet or not but Eden and The Hive used to have 3D items piled up on the back side of the War Walls in those zones. The Devs must have set them down to place and had to stop work before they where finished. The original AP used to have a Compass behind the War Walls to tell the Devs what way was North, South, East, and West.
Back in the day Faultline had a hole in the Dam. I used to fly back of the War Walls for hours looking at the 2D and 3D models. Some zones had 2D models that went back three or more City Blocks.

With Ouroboros, relationship CXP is kinda meaningless now. You can go back and run almost everything in the game once you out level that contact.

This arc has been a bit of a mess since it was introduced. I remember at one point multiple Twinshot's would show up to greet you after entering the base. In the grand scale of CoH it isn't a horrible mess but maybe a bit confusing if you are new to the game.

TheZag is correct. The history of this "Special" Tray is that it was given as a free give-a-way when you purchased a "Going Rogue" mouse Pad from Razer. It's an options menu item to be turned on and off.

Youtube video on the Architectural history of Columns. Really geeky stuff unless you are an architect. I have to go set all my Columns correctly now.

Maybe drop this complaint in this thread:

You may want to post this under Bug Reports.

Fast snipes only have 80 foot range as of Issue 27, Page Two. It's intended, not a bug.
I unslotted Experienced Marksman: Range/Fast Snipe and the Zapp begins to work properly. Only when Experienced Marksman: Range/Fast Snipe is slotted it will not allow me to Slow Snipe at all. I can only quick snipe around the 107ft Range or less. I guess my question then is Experienced Marksman: Range/Fast Snipe working properly? I get the extra boost in Range over the new normalized 80ft Range but Slow Snipe isn't working at all.
-
Can someone please verify that Zapp is not giving the full 179.88ft Range?
I'm pretty sure Zapp is really more around 107ft Range.
I have it Single Slotted with Experience Marksmanship: Range/Fast Snipe +5 and Five Slotted Superior Winters Bite.

If it's the "Classic" Tray, you will have an "up" or "down" Triangle on the far right upper corner or that Power Bar. Click that up or down to remove them.
If it is a power Bar that "popped" up on your screen "Right Click" over the number of that bar. Options will come up for that Power Bar. You can delete/remove them from that screen.

Download the new HC Launcher. That should solve everything. Tequila is going away at some point anyways.
https://forums.homecomingservers.com/installation-guide/
Then follow the instructions on how to install it.
Also I'm not sure it's a good idea to post your XP Registration number. You should probably delete this pics.

Mostly running it from SSD will ensure that it loads faster, which can help a bit with things like zoning. It really shouldn't improve the overall in-game experience. (It's not impossible, but the things I can think of that an SSD would help with would involve your computer being under severe memory stress and having to swap in-memory things in and out to disk constantly.)
This. If your computer came pre-loaded with bloatware from the manufacture you may have to do some digging and find out what "features" you can uninstall. You may have pointless programs running in the background that only benefit the manufacture and are preventing CoH from running as you wish.

This is a problem I had when I was on Live (Virtue Server) but back then I had a gaming desktop so it really didn't matter: I had the horsepower for it back then. I'm now on a middle of the road laptop that runs Homecoming CoX (HCoX) fine....when I run nothing else. When something starts running, HCoX lags behind like a sullen child on his first day back to school after the summer vacation's over. Even when my Chrome browser loads a web page, the game slows down.
The reason this happens is not because of specs, but because of task priority: HCoX runs at Below Normal. I've tried to change the priority of cityofheroes.exe in Task Manager to at least Normal but it won't stick, even under an Administrator account.
Any suggestions?
Computer Make, Model and Specs will probably be needed to answer this question.

If I remember he is pretty early in the mish. He is at the end of a Hallway but the baddies are to your left before you get to the end of the Hallway. If you follow the baddies to your left you can totally forget to go back and go to the end of the first Hallway. Thus you miss him entirely.

(Hey Arc-Mage!)
Don't you also have to rescue him in Praetor Duncan's final mission (in the sewers where the final boss is Diabolique) , or is that one optional?
I thought it was 3 encounters each for Hopp and Bellerose to get their badges.
No. However, I believe you can do one or the other and it will count towards the badge.
-
Then you are doing it wrong. Believe me. You can.
1) Save Detective Hopp in Part Two: "No Escape" mission from the "Burden of the Past" story arc from Heather Townsend. You must rescue Detective Hopp before you complete the mission or it does not count.
2) Find Detective Hopp in Part 6: "The Life of David Hazen" in the "Choice of Hope" arc from Dream Doctor.
-
You can not get the Badge if you do not rescue the Detective. You can run the contact again in Ouroboros if you missed it the first time.

Close as in Delete? You can not delete an account. Only a GM can delete accounts. Contact a GM and they should be able to help you.

What mode where you in? Was it an Ouro mish or Regular contact?

Never Mind. I totally forgot about the "F" keys.

Do you have Anti-Virus software running?
Can the current Devs add new costume pieces?

Someone did a revamp of some older Costume Textures on the Secret Server. They where eventually added into the game. I don't believe they can create new Costume pieces specifically but they can fix existing costume pieces and added new updated textures.
